Too many high grades in Military and Civilian government
Once upon a time you could explain the hierarchy as a triangle with the Chief at the top and the peons at the bottom. Today it appears the triangle is almost inverted. The government needs to streamline a bit and lose the multiple high grades. Also, why make someone who has lots of experience doing the work become a 'chief' and not be able to do input.
