  Stop effort on improving legacy accounting systems in DoD; futur

  DoD is sepnding hundreds of millions of dollars on getting legacy accounting systems auditable by 2017. Most systems were not built with a trail that would be considered adequate by a public accountant. Improving the legacy systems is a waste of money. DoD should put the money toward new systems and build the audit trail in the new system right the first time. Hundreds of millions of dollars could ne saved by working ...more »

  DoD is sepnding hundreds of millions of dollars on getting legacy accounting systems auditable by 2017. Most systems were not built with a trail that would be considered adequate by a public accountant. Improving the legacy systems is a waste of money.   Eliminate the CTO; book airfare via internet

  Eliminate the commercial travel office for booking airfare for TDY travel. Permit the government TDY travelers to book using the internet and justify using the lowest fare, even if nonrefundable. Currently, the government airfares are significantly higher than those available over the internet. Even if the travler booked nonrefunded airfare, the fee for changing the flight is less than the price difference between ...more »

  Eliminate the commercial travel office for booking airfare for TDY travel. Permit the government TDY travelers to book using the internet and justify using the lowest fare, even if nonrefundable. Currently, the government airfares are significantly higher than those available over the internet. Even if the travler booked nonrefunded airfare, the fee for changing the flight is less than the price difference between the government fares and the internet fares. This would also eliminate the CTO fee for booking the flight ($4.50) and for any changes to flights ($16.50).

  Eliminate cash advance for TDY travel unless emergency

  Currently, travelers on TDY may use the government travel card at the ATM for a cash advance. The Government is charged about $3.00 per transaction. Considering that most costs incurred while TDY can be covered by the travel credit card including taxis and meals, the ATM fee is a waste of money and it just provides travelers cash prior to receiving reimbursement for the travel.   Currently, travelers on TDY may use the government travel card at the ATM for a cash advance. The Government is charged about $3.00 per transaction. Considering that most costs incurred while TDY can be covered by the travel credit card including taxis and meals, the ATM fee is a waste of money and it just provides travelers cash prior to receiving reimbursement for the travel. Reimbursements are within 5 days of completion of the trip in most cases. I had a GS-15 travel for 3 days and he used the ATM twice for $6.50 in total. The facility provided the meals and he used his credit card for everything except the travel to the airport (POV 20 miles). There was no reason that a cash advance was needed. The government just wasted $6.50 on this trip. Considering the number of people that travel, this could add up fast. There is a time and place for a cash advance and therefore, it should be permitted in exceptional sitautions. But, it should be the exception, not the norm. Eliminate cash advances unless justified as absolutely necessary.

  Appeal the CFO Act requirement for audited financial statements for the Department of Defense. Senior leaders and managers do not use the financial statements for decision making purpose or any other purpose. But the Department is spending hundreds of millions of dollars on becoming audit ready. It is money that is best spent in other ways. In this time of budget cuts and pay freezes, it is to a good use of funds ...more »

  Appeal the CFO Act requirement for audited financial statements for the Department of Defense. Senior leaders and managers do not use the financial statements for decision making purpose or any other purpose. But the Department is spending hundreds of millions of dollars on becoming audit ready. It is money that is best spent in other ways. In this time of budget cuts and pay freezes, it is to a good use of funds to obtain audited financial statements when no one in the Department will use the statements. There is far better data in the Department than the financial statements.
