There is not enough parking at NSA. It means workers often have to ride two or more shuttles, taking upwards of an hour of either their own time or government time, to get between buildings. We could save the cost of the gas and running shuttles, and huge amounts of wasted government time just traveling. Morale would be much higher too if there were parking garages

Make it illegal to have a government shutdown. If no budget is passed by October 1st, then the government automatically runs on last year's budget until there is a budget. Meanwhile, sequester the members of Congress, the way a jury is sequestered; that is, no one leaves until a budget is passed.
