Government computers should be primarily used for work during work hours. Restrict access to personal email accounts (Yahoo, Google, etc) to 8-9am, 12-1pm, 4-5pm. Also restrict access to social networking sites (e.g. Facebook), sports (e.g. ESPN) and other high usage websites not related to work.

Most agencies have the ability to video teleconference (VTC). Mandate increase agency use of VTC rather than using travel. This should be especially enforced is the meeting is for less than a day. For any trip the first question asked should be - can the purpose of this trip be handled via VTC. Track VTC usage by agency in comparison to travel budgets. Although there are several proposals and regulations concerning federal government telework, change is slow and disparate among agencies. Conduct a study on what positions would work well in a telework capacity and code these positions. Then implement a plan to get all these coded positions into a telework work relationship over a four year period until all properly coded positions are being conducted in a telework ...more »
Although there are several proposals and regulations concerning federal government telework, change is slow and disparate among agencies. Conduct a study on what positions would work well in a telework capacity and code these positions. Then implement a plan to get all these coded positions into a telework work relationship over a four year period until all properly coded positions are being conducted in a telework capacity. These positions would be coded on a graduated scale from total to partial telework. Benefits include greater employee morale, less traffic, less space requirements, etc.

Centralize all military medical departments into one organization that provides medical care to all services. This would reduce individual medical departmental overhead and consolidate care.

There are several programs within the military that generate efficiencies and any savings are returned back to the US Treasury. The military program uses their funds to operate (a cost to that department) yet all the savings go to the government in general (outside of the department). There are several programs within the military that generate efficiencies and any savings are returned back to the US Treasury. The military program uses their funds to operate (a cost to that department) yet all the savings go to the government in general (outside of the department). With increasing budget scrutiny, the departments may be less inclined to use their limited resources if they do not receive any direct benefit (although the general gov't does). Provide a percentage of the savings (e.g. 20%) back to the department.

Cancel any military acquisition program that has cost overuns that exceed 10% of the total contracted cost. Do not allow for requirement modifications once the project is determined other than minor changes that do not change the scope of the project by 5%.

Currently any unused funding at the end of the fiscal year is taken from the Agency so an incentive exists to use all funding by the end of the year regardless of the efficiency of the spending. Worse, the agency may receive less funding next year as a result of not completely executing/obligating all of its funding. Create a simple incentive (would need to determine what the best rate would be) something like (25% ...more »

Worse, the agency may receive less funding next year as a result of not completely executing/obligating all of its funding. Create a simple incentive (would need to determine what the best rate would be) something like (25% of excess funding at the end of the year gets returned to the agency and 75% returned to the Treasury) with no ramifications on next years funding (which should be primarily based on future requirements, not prior year execution).
