Adopt the Universal Service Act of 2003, which makes it mandatory for all Americans to complete two years of service for the nation between the ages of 18 and 26 in one of various programs. Adopt the Universal Service Act of 2003, which makes it mandatory for all Americans to complete two years of service for the nation between the ages of 18 and 26 in one of various programs. This service could include military time or active participation in programs such as Peace Corps, Teach for America, AmeriCorps, or other community based programs approved by States and Counties. Only a small stipend, much like the PeaceCorps ($300/mo) would be offered.
Successfully completed 'service' time will be required for everyone. Anyone wishing to receive any federal aid (welfare or student loans) will be denied unless they have completed their public service time. No exemptions for college or graduate students. The bill has not yet been acted upon. It will improve the quality of citizenship and stewardship in America.
