Minimize contract and maximize work load of each government employee.

Consolidate departmental libraries existing in each department into the Library of Congress. Let the library users (or all federal employees) use the virtual library function provided by the Library of Congress.

Consolidate program evaluation offices into one reasonably-sized office under each Department. This should be possible with one prerequisite: data and information sharing between the offices and bureaus. Keep government offices or bureaus as reasonably large as office heads or bureau chiefs could effectively manage them.

Gradually reduce Department of Defense budget up to 4 percent level of GDP. Keeping up with military strength doesn’t automatically mean that we are the strongest nation in the world. USA has become already the strongest nation in the world culturally. Maintaining economic strength is more important than maintaining military strength.

Make it harder for even competitive employees to ascend to supervisory positions. The quality of supervisory position makes a huge difference in government performance. Criteria for selection of supervisory position seem quite lenient and sometimes automatic.

Keep certain proportion of government employees temporary or semi-permanent. Make it easy to hire or lay off government employees based on the alteration of the key office and bureau functions.

Make the use of government resources more flexible and frugal by cutting and adding government resources based on needs of each office. Allow budget analyst(s) thoroughly examine and evaluate needs of each office and let them reflect the changes on the next year’s budget. No automatic carryover of this year’s budget to the next year should be allowed.

Make communications between citizens and government offices easy by utilizing all available sources for communications. Make user-friendly processes by implementing or utilizing Internet Web-based form application process. “Substantially” lower the fees associated with form applications. Give citizens impression that government is a helper, not a barrier.

Be a helper, not a hamper. Make government resources easily available to anyone who needs them, for example, student loan services might be a good example and a model for other governmental supporting programs.

Encourage owners of the 1st industry (farming) and the 2nd industry (manufacturing) to increase competitiveness in the world market by awarding loans with a reasonable rates and prizes, and reducing bureaucratic procedures (maintaining only critical regulations focusing on preservation of nature and protection of health).
