  President's Budget must be less than prior year's revenue

  The President's 2011 annual budget submittal was more than $1.5T over revenue. His submittal should not exceed revenue. According to Wikipedia (http://en.wikipedia.org/wiki/2011_United_States_federal_budget )the Presiden'ts budget plan was $3.82T with projected revenue of $2.17T -- a deficit of $1.65T. That should be a non-starter. Require a comprehensive budget plan that does not exceed last year's revenue. If ...more »

  According to Wikipedia (http://en.wikipedia.org/wiki/2011_United_States_federal_budget )the Presiden'ts budget plan was $3.82T with projected revenue of $2.17T -- a deficit of $1.65T. That should be a non-starter. Require a comprehensive budget plan that does not exceed last year's revenue. If you have a 'good' year, then the next year's budget submittal can be larger but not until that time.

  National Water Management

  The Mississippi River and other large rivers are a major natural resource in this country that are very localized and relatively untapped. Irrigation piping extends the availability of water to remote areas. Millions of acres of new farm ground could be added (which in turn could be used to support renewable fuel sources and food exports). Irrigation piping extends the availability of water to remote areas. Millions of acres of new farm ground could be added (which in turn could be used to support renewable fuel sources and food exports). Water management reduces the impact of global warming by mitigating droughts and floods. This would allow the US to provide foreign aid in the form of food instead of US dollars. Long-term, stable, well-paying, non-polluting, carbon neutral job creation and energy independance is an obvious by-product of this effort.
