  A&AS Contract Support - Manage properly

  We spend billions on A&AS contract support to help Govt do their jobs. These contractors are intermingled with Govt people and we treat them as Govt assets - they travel everywhere as a Govt employee. That borders illegality as well as sets the stage for take care of my buddy co-worker mentality. If we followed the rules, we could cut contractors significantly.   We spend billions on A&AS contract support to help Govt do their jobs. These contractors are intermingled with Govt people and we treat them as Govt assets - they travel everywhere as a Govt employee. That borders illegality as well as sets the stage for take care of my buddy co-worker mentality. If we followed the rules, we could cut contractors significantly. They should not be intermingled with Govt employees, they should not be travelling in packs - that is why we have Govt folks, they should not get raises and have their labor categories changed at Govt request, and numbers of contractors would decrease if they were in a pool and farmed out as needed. Additinally, agencies should NOT be allowed to split A&AS contracts (engineering and other) when all support is categorized the same. These contracts are split to avoid the $1B threshhold for OSD oversignt.

  A&AS contractor support (including FFRDCs) - decrease

  Decrease significantly A&AS contractor support to include FFRDCs. They are manipulating and controlling our pocketbooks. They make jobs for themselves at high salaries and threaten that we will fail if we don't pay them huge salaries -- and the Govt buys off on it. Why? Because they set themselves up for post-Govt jobs; because their kids are working for these contractors, because they set up their spouse with a job, ...more »

Because they set themselves up for post-Govt jobs; because their kids are working for these contractors, because they set up their spouse with a job, because other family members and friends have these jobs. Don't you see how t his works. Most of them don't have jobs, work from home but don;t have work to do, make up overtime, travel to avoid state taxes, brag about their huge bonuses, and they are controlling and manipulating their govt counterpart. Overhaul of these services are greatly needed.

  Reduce one-of-a-kind IT systems

  Get rid of or reduce IT programs and systems that are home grown to support one organization. Many times retired DoD military/civilian will design systems and sell them to their friends in Govt and they grow in terms of dollars spent every year. WINGMAN is just one example of an expensive data base that is unnecessary. Not sure how BEA gets bypassed.

  Better manage the costs of A&AS contract support. By nature of the way we do business, government personnel have gotten too personal with support services contractors and their companies. We have overhired numbers of people, and continue to over-pay for types of services being rendered. I would bet if one would do a survey of labor being provided, one would find we are overpaying.   Better manage the costs of A&AS contract support. By nature of the way we do business, government personnel have gotten too personal with support services contractors and their companies. We have overhired numbers of people, and continue to over-pay for types of services being rendered. I would bet if one would do a survey of labor being provided, one would find we are overpaying. Example would be that government agrees to pay senior acq category for someone doing administration work (4-5 x the value of the service!). Govt sets themselves up with contractors right before retirement, finds jobs for their family, friends, relatives by nature of their too close relationships with contractors. Civilians need to take Govt back - we have hired tons of civilians yet still have so many contractors with no work for them to do. This should be fixed - contractors are getting rich off bad decisions made by current govt leaders.
