Finally, put in place disciplinary action procedures, including termination, for workers who can't or won't meet the standards.
Some agencies will find they can operate with fewer employees. Morale will improve as employees see performance addressed fairly.
It shouldn't be easy to fire workers. Management still needs to provide supporting documentation. However, workers shouldn't believe that they CANNOT get fired because they work for the government.
