Consolidate Admin Functions
All agencies have HR offices with payroll processing, staffing, benefits counseling, and training. All of these functions are very similar if not exactly the same across government. Small agencies with 7-100 FTE have their own individual HR people. Ten or twenty of these agencies could uses the same servicing with far fewer people.
