There is no need to add this button back to the survey. The respondent is not the General Manager of the Universe and does not have to comment on every item. The most impact will be gained by those who agree with an idea whether the President has authority over it or not.

Particularly in disasters, we're trying to determine "who's on first base" in the provision of housing--Human Services, Veteran's Administration, Rural Housing, HUD. HUD should be the go to agency for all housing, except military. Transfer various agency staff to HUD for a more efficient delivery of housing service.

Based on contract dollars awarded (like HUD's PBCA) the contractor can sufficiently staff up and can travel freely to conduct work and attend trainings. HUD staff had to go behind and clean up after an IT contractor who installed new laptops. Many examples exist. This would not make government bigger, it stops the "shell game" of where's the money? The dollars are being spent anyway, just not as efficiently.
