As far as I know, every uniformed employee of Customs & Border Protection is issued a ceremonial uniform before they graduate from PDC (Agriculture Specialists) or FLETC (officers). The ceremonial uniform is ornate with campaign hat, white gloves, dress jacket, etc so it's probably expensive. Since many new uniformed employees will quit, transfer to another job or agency, change in body shape and never need the ceremonial uniform after graduation, the money spent is not worth any supposed gain in morale, camaraderie or agency appearance. However, ceremonial uniforms will be necessary for some officers but could be restricted to those serving on the honor guard or managers who frequently attend formal agency events. Every uniformed CBP employee does not need a ceremonial uniform. If the uniform costs $300 and 1000 people a year graduate from academy, not issuing ceremonial uniforms would save $300,000 per year. Other agencies probably have employees with ceremonial uniforms that were only worn once or never.
