I often hear about a supposed government-wide need for more technically trained and educated personnel. However, I suspect the real problem is a pervasive lack of skill within our human resources departments in assessing the knowledge, skills, and abilities of prospective employees. For example, I have applied for innumerable positions as an government engineer; in spite of indicating that I am a licensed Professional Engineer I was always told that I failed to meet basic requirements! Our human resources departments simply need to become competent in recognizing individuals with technical knowledge, skills, and abilities.
