Eliminate extended mandatory training (TDY) for experienced government employees for any government employees trying to transfer to other federal agencies.
For example, eliminate FBI, ICE, and DHS mandatory extended training at Quantico, the Federal Law Enforcement Training Center, and DC for those government analysts who are already seasoned with many years of experience in similar positions with other federal agencies (like other subcomponent agencies within DHS).
There would be a large cost savings to eliminate 5 to 12 week training classes for analysts who are already trained by other agencies and can "hit the ground running" from day one with their new federal agencies. Cost savings would include saving money on airfare, per diem, hotel, etc.
