Do not allow the Treasury Department to borrow money from Federal Retirement Funds. Stating "TSP participants should have nothing to worry about" does not guarantee there will be no impact. Even if they paid back the borrowed amount plus interest, where would we get back our "earnings" for the amount? We would be out that much more money in a so-called "no-risk" account.

Require Federal prisons to recycle all renewable energy sources. This would include cardboard, aluminum, plastics, paint, oil, grease, etc.

Make Congress responsible by forcing them to pass a budget in a timely manner and which reduces the federal deficit.

Allow employees to use unused sick leave / annual leave to contribute to their TSP account. For example, allow a staff member to eschange one hour of sick leave or annual to contribute one hour of pay to his/her TSP account. This would be an incentive for not calling in sick. Annual leave could be cashed in at a rate of hour per hour.

Require China to certify all imported/exported goods to the US are lead free, especially items geared towards children. Items to be certified should include toys and jewelry. If exported goods are found to contain unsafe levels of lead, restrict and/or fine the Chinese government to alleviate this practice.

Require inmate familities to pay for the Health Care of inmates if they are financially able to do so. This may include insuring the inmate on family plans.

We keep talking about finding work for inmates to do to keep idleness to a minimum. Some assignments could be for shing shoes for staff, operating dry cleaning services for staff uniforms, using inmates to refinish/refurbish employee furniture, etc. Staff could kick in a specified dollar amount, some of which pays the inmate, and the remainder would go to an employee fund.

A solution to save on fuel costs would be for Institutions to use push mowers instead of gasoline operated mowers. Not only does the government save money for fuel and maintenancer, but inmates are afforded health benefits by pushing the mowers, maintaining their physical fitness. Require inmates to submit resumes for work assignments they are interested in being assigned to. This would allow staff to determine the qualifications the inmate has for a particular work assignment, as wel as providing the inmate a source to expound on his writing skills to become a productive member of society upon release.

With the growing number of FERS employees retiring or becoming eligible to retire, a system for checks and balances needs to be addressed to ensure retirees begin receiving their full entitlements within the first six months of retirement. This would limit the need for retirees to seek new employment and/or outside help.

When inmates are imposed restitution by the Courts, a percentage of all inmate pay (to include monetary funds received from outside sources) should be automatically applied to the balance, unless the inmate is indigent. There are too many instances where inmates allow staff to believe they do not have funds, only to go to commissary and spend large sums for convenience items.

Incorporate Desk Top icons for institutions to allow Lieutenants to save the Daily Log. All other staff would be able to review the Logs and not change the information.

Place the daily call-outs on all computer Desk Tops in lieu of hard copies. This would eliminate the use of copy paper, toner, staples and the shredding of several reams of paper per week. Detail supervisors would be able to check call-outs more effedctively.

I would like to incorporate a procedure to place Correctional Services Post Orders on computer Desk Top for staff to review. The Post Orders would include the 1st 4 sections.
