Consolidate for efficency
I think the government should consolidate certain units in order to allow for more efficency within agencies, and cost savings. For example, why not consolidate U.S. Mint Police and Bureau of Engraving Police, as they are both Dept. of Treasury Police; or merge them with FPS which is under Homeland Security. Both agencies are trained and receive certification under Homeland Security.
