The DOD's new personnel security adjudication system CATS is very efficient and paperless. The DOD's new personnel security adjudication system CATS is very efficient and paperless. This system needs to be rolled out to all adjudicative agencies to completely revamp the entire government's process of adjudicating security clearances. Look at the timeliness of DOD's adjudication compared to others in the government and you will see where there is much room for improvement.
