  Penalize Senate, House, and Congress for budget delays

  There needs to be some sort of checks and balances in the House, Senate, and Congress so that when budgetary issues arise, and there is sabre rattling and feet dragging, there are penalties, such as reduction in pay based on days over budget, as they are not doing the job they were elected for.   There needs to be some sort of checks and balances in the House, Senate, and Congress so that when budgetary issues arise, and there is sabre rattling and feet dragging, there are penalties, such as reduction in pay based on days over budget, as they are not doing the job they were elected for. A sliding scale needs to be developed that effects these members, across the board, so they "must," work together, or they will forego pay. The workers should not have to suffer because the elected representatives cannot, or will not, do the job they are paid to do.

  Campaign Expenditures.

  Given the current state of the country, as a whole, there has to be an overhaul for campaign spending. WIth the POTUS announcing over a billion dollar campaign expenditures, while the country is floundering, this is adsurb. How about using a little common sense, as tax payers end up footing the bill. How about utilzing a flat figure; say what the position itself pays, as a baselne that one cannot go over, no exceptions. ...more »

  Given the current state of the country, as a whole, there has to be an overhaul for campaign spending. How about utilzing a flat figure; say what the position itself pays, as a baselne that one cannot go over, no exceptions. This will level the playing ground so that the candidate is forced to demonstrate fiscal responsibility by the initial test of working with budgets from the get-go. If they cannot work within prescribed guidelines, they do not pass go. I realize this is not a realistic situation, but it could be crafted into a working, reasonable, model.

  Stop paid moves

  Until the budget issue is resolved, government needs to look at the issue of paid moves. With the average move costing tax payers 30K, and with a mmojority of management moving every few years, this becomes appreciable. Instead of constant moves, this goes back to finding and promoting talent from within and encouraging management to develop staff, instead of moving people every few years. Instead of constant moves, this goes back to finding and promoting talent from within and encouraging management to develop staff, instead of moving people every few years. This is a vicious cycle that is incredibly wasteful, and if a person knows they can move every few years, they are less likely to contribute their all to the organization.

  Retiring Folks-Burning Leave; contributing nothing to work place

  Many people who are close to retirement start to burn leave, leaving others to pick up slack and work as they "burn," their leave. They are on the "books," officially, but are often doing nothing other than occuping a seat. While it is an employee's right to do so, it kills productivity and there needs to be a system in place that better addresses this, which would force and employee to either go, or stay.   Many people who are close to retirement start to burn leave, leaving others to pick up slack and work as they "burn," their leave. They are on the "books," officially, but are often doing nothing other than occuping a seat. While it is an employee's right to do so, it kills productivity and there needs to be a system in place that better addresses this, which would force and employee to either go, or stay. Productivity from people burning leave is nil, at best. I have seen people doing this a year, or a year and a half before they actually leave, which leaves a department in limbo.

  Printing all documents in English

  To save costs, why not just do printing in the language of the land, English? While I can sympathize with the multicultural issues, having lived in other countries, I had to assimilate to to the culture and language and was not provided materials in my native tongue. If you look at the costs of printing, it is insane and the line has to drawn somewhere, without regards to political correctness, but instead; fiscal responsibility. ...more »

  EEO Process

  The EEO process needs to be looked at and overhauled as there seems to be a trend where people are abusing this as a tool to use whenever convenient, instead of for real claims. There should be recourse if a pattern of fraudulent claims are found out, similar to filing false police reports or frivolous lawsuits.

  Tariffs

  To kick start the economy here, we need to look at exploring Tariffs (Like President Reagan) on countries that plan (and are dumping) products cheaply. From there, we also need to look at bringing industry back to the United States and no longer allow corporations to farm out labor.

  Mentoring Programs

  Government wide, and especially because of the multitudes of retirements upcoming, where there is now a void of prepared staff to step in, there needs to be a model developed to prepare future leaders. Akin to the Seaman to Admiral concept in the Navy, government needs to begin preparing the future leaders in a structured manner and identifying those who possess the skill sets to foster them, develop, then retain them. ...more »

  Government wide, and especially because of the multitudes of retirements upcoming, where there is now a void of prepared staff to step in, there needs to be a model developed to prepare future leaders. Akin to the Seaman to Admiral concept in the Navy, government needs to begin preparing the future leaders in a structured manner and identifying those who possess the skill sets to foster them, develop, then retain them. More often than not, people are jumping from place to place, to pick up promotions, but are not contributing back down, only looking out for their own future. If you choose to "homestead," however, promotions are few and far between, so the brain trust stays at the lower levels with no way to move up in a career path.

  Program Reviews-Utilize staff from within

  As a cost saving mechanism, instead of sending a reviewer from DC, along with several members from the region of review, the initial 80% of the assessment can be done remotely from DC. From there, utilize an outside department from within the institution to do the remainder of the review. This save as you do not have to fly out 4 to 8 other reviewers, plus the per diem/hotels/etc.

  Utilize Staff Talent/Develop staff

  Instead of looking high and low for employees, management needs to start focusing on developing the talent they have within to avoid the constant rotation in and out of employees and promote from within.

  Stop SES Bonuses

  In time where we all need to tighten belts, SES bonuses need to be frozen, to ensure equity across the board. What is good for the goose is good for the gander.

  Training Costs

  With the advent of Video conferencing, sending employees all over the country, plus per diem and lodging, seems to be not cost effective. We should be using video conferencing in place to avoid costs incurred by flying people all over the country for training.
