Agencies Should Reimburse Judgment Fund for Payouts
Court judgments against the United States are paid for out of the Judgment Fund. If agencies whose actions give rise to a court judgment were required to reimburse the Judgment Fund out of appropriations to the agency, then the management of those agencies would be more likely to give attention to those activities that cause the payouts. If agencies whose actions give rise to a court judgment were required to reimburse the Judgment Fund out of appropriations to the agency, then the management of those agencies would be more likely to give attention to those activities that cause the payouts. If a significant portion of the agency's budget is required for the reimbursement, management could not ignore it in its requests for appropriations.
