Eliminate all government grants. This will save billions of dollars each year. Why is the government giving away billions of dollars each year when the government needs to borrow 40 cents of every dollar it spends? Replace all grants with loans.

Eliminate the U. S. Dept. of Housing and Urban Development's 202 and 811 housing grants for FY 2011, since the 2010 202 and 811 grants are being awarded during FY 2011. This will eliminate millions of dollars from the budget. The government should stop "giving money away", especially while we have these huge deficits.
