Our first review of any tasking or requirement should be "Does this make sense?" or "Does this improve the process?" Irresponsible requirements and taskings hurt our employees and our customers (yes, the people are our customers). Make sure it passes the "smell" test before you mandate any activity or action. What is the real cost and realistic gain from what we are trying to do?

Departmental Intranet bandwidth is not sufficient to operate Computer Based Training (CBT) and government email. Load times are very slow, and employees lose productivity waiting for computers to load their profiles and load training programs.

We use CBT for most of our recurring training needs. The problem we have is they are written on different software platforms and operate differently, and are very slow to load up. I suggest using one software program, ie, Adobe, and use a standard program for all of the training courses. That way, all the courses would load and operate the same.
