Centralize knowledge stores to reduce the cost of development, support, and maintenance. This will require interface development from existing systems to basic knowledge store. Access can be controlled centrally or by the individual Agencies, including public access. Users can extract and manipulate data for unique needs, including decision-making. Makes data transparent internally and externally.

Require federal employees applying for supervisory and management postiions, including SES, to have private sector experience of 1-5 years. This will increase competitiveness within the federal workforce by discouraging lifers from applying for their high-three years while giving opportunities to those who actually want to management people and operations a chance.

For every new department / agency created another one must be abolished, defunded, or absorbed into the new one or an existing one. Agencies / departments consistently underfunded must be abolished, defunded or absorbed into another like organization. Holding the line of the number of organizations will support focus of federal resources on priority public functions.

Use bi-yearly competitions to fuel innovation for research and development partnerships between the public and private sector targeting USA development and production. Use private funding mechanisms like Angel and Co-op Investing to select 1-2 ideas for proof of concept. If successful, everyone shares in a percentage of the profits while fueling potential increases in trade and exports.

Consider implementing barrack style housing for Senate and House of Representive members. Common facilities could provide meals, personal care, and meeting space. Create business incentives to produce products from raw materials versus sending them overseas. Invest in R&D for products needed in other countries matching with the raw materials available in the USA and then provide incentives for the raw material and manufacturers to work together to create products to be sold outside of the USA.

Stop each Agency or subAgency from creating the project management wheel themselves. This will reduce project management cost. Create a common methodology from which all projects funded with Government dollars are based. Utilization of a standard like PMI (Project Management Insitute) and certification of PMs will assist in efficent use of staff time and funding in a manner consistent with and supportive of trustworthy stewdardship and transparency in government for taxpayers.
