Reform GSAR and FAR
The GSAR and FAR contain many non-productive and inefficient regulations. Propose and implement a comprehensive reform to promote efficiency and cost savings in procurement procedures.

Due to costs of procurement, agencies should be required to locate with other agencies, house a minimum of 8 FTEs in a location, or enable workers to telework. The costs of obtaining and maintaining leases of less than 1000 SF is prohibitive. Department of Labor is a major issue and union agreements to the contrary should be abrogated by Executive Order.

Order executive branch agencies to implement electronic signature for all internal government documents. Many documents require printing, scanning and reprinting and rescanning without this feature common in public transactions. Time and paper could be saved.

Either make the smart cards usable for all Federal applications or discontinue the requirement to use them to log in to federal computers. The cards are required for entry to federal facilities, which seems like a good idea. However, implementation of the cards in federal agency computer applications has been inconsistent. This leads to numerous calls to help desks, wait times for entry to buildings by federal employees, ...more »

This leads to numerous calls to help desks, wait times for entry to buildings by federal employees, and record keeping for numerous passwords which must be changed on a basically random schedule. This costs the federal government many man hours in lost productive time.
