1) Bonuses for underspending the previous fiscal year budget, and
2) bonuses for suggestions that will increase budget spending efficiency in the new year.

Suggest two awards for each budgeted operation:

2) bonuses for suggestions that will increase budget spending efficiency in the new year.
In October of each year, reward Government operations for underspending their fiscal budget by letting them keep the unspent money to use for bonuses, as though it was a profit.
The following new year budget should be based solely on the projected needs of the operation, not on the previous year’s budget. Even increased spending should be justified by the premise that it in some way will ultimately increase Government efficiency, either as an investment that will increase savings in the long run or increase service and protection to the American people. There should be financial incentives to reward employees for suggestions that either reduce the following year budget or justify increased spending with specific information as to how it will improve Government efficiency.
Then at year end, have a national award presented to the top efficiency performing office in each Federal Agency presented by the President.
