The processes in GSA are not cost-effective to the agencies with whom they work. GSA decides when our lease is up and decides how much we pay for rent. So, in our case, our lease is up and GSA has us spending time justifying and re-justifiying our additional space needs (we have grown out of our current space). The same is true for vehicles.
