Quit wasting money at the end of the fiscal year. Agencies receive money through various allocations, ex. Equipment, supplies, staffing, travel. At the end of the year an agency can find itself out of supply funds and flush with salary. Commonly there is then a rush to spend all the excess money often inefficiently. At the end of the year an agency can find itself out of supply funds and flush with salary. Commonly there is then a rush to spend all the excess money often inefficiently. There needs to be a usable mechanism which would allow an agency to reallocate excessive money to a need. Only allowing a percentage (such as 80 cents on the dollar) of the money to be reallocated would allow expenditures to be more efficient.
