Consolidation of AIDS Programs
To increase efficiency I recommend that you look at consolidating the number of agencies, institutes, and divisions that fund AIDS research. In particularly in the extramural programs.
You could certainly reduce the administrative costs and I believe the funds would be better spent if there were a reduction in the number of AIDS programs.
