  STOP PRINTING the mass of free public documents put them on-line

  Almost all Government publication routinely printed and handed out as free, should ONLY be available on-line. If it is important enough to have a hardcopy of the publication then change them to get it. Too many government publications are routinely done to have handouts for public occasions. If the information in the publication might be needed by someone, then handout business cards with links to the on-line version. ...more »

  Almost all Government publication routinely printed and handed out as free, should ONLY be available on-line. If it is important enough to have a hardcopy of the publication then change them to get it. Too many government publications are routinely done to have handouts for public occasions. If the information in the publication might be needed by someone, then handout business cards with links to the on-line version. Every year, Congressional offices get and file a mass of publications from various Departments, Agencies, Bureau’s, etc., updating them on the past years accomplishments. Send them a link !!!! They will be significant saving in production, printing and mailing costs. Then there is the cost to open the publication, file it and store it for years.

  Probationary Employees go before a review board to get tenure

  Probationary employees are too often almost automatically given career tenure status regardless of the level of performance. Set-up a management review board process where the probationary employee and supervisor have to justify why the employee should be allowed to become a permanent employee. The review board could award the employee permanent status, give them more probationary time, or allow the employee to be released ...more »

  Pay retirees waiting on full payment interest on deferred money

  Full retirement pay is being delayed for up to a year. Employee's should get interest on ALL delayed money. It is the employees money that the Government is holding until the verification is done. The Government has always charged interest for any money owed by employees. It should go both ways. Who is getting the interest on the money while they are hold it back????

  Gov't contract to build something shouldn't be more than 2 years

  Too many contractors drag out their contract deliverables for far to long in order to get the renewals and keep the Federal money flowing in their direction. Force the contractor to get more resources hired to complete the job in two years.... Get it done!!! in two years or pay a penalty and loose the contract...

  Mandatory 4 day x 10 hour work week-close down for long weekend.

  Compress the work week into four days for everyone. This would save a day of commuting, fuel, and heat/power in buildings. Fed's would have longer weekend to spend money and stimulate the economy.

  Reduce the cost of Rx med’s, with yearly vs. quarterly refills

  Allow employees to get yearly perscription refills at a greater discount when compared to the quarterly refills. If Federal employees have a long history of using one particular prescription drug, then the Federal Employee Health Benefit programs should allow them to purchase annual supplies of this medicine at a greater discount. Right now we can only get a 90 day supply of the needed med’s. Then we have to repeat ...more »

Right now we can only get a 90 day supply of the needed med’s. Then we have to repeat the ordering process 4 more times each year. We request in 4 times a year, the plan’s pharmacy program has to process and mail it 4 times a year. A lot of time, resources, and money wasted when it could be done once annually. Less paperwork, fewer bottles, less time spent by pharmacy staff.

  Reduce Fed's financial contribution to health plans for smokers.

  Reduce the Governments financial contribution toward Federal Employee Health Benefits (FEHB) plans for all smokers. This contribution is subsidizing the future poor health of Federal employees due to smoking related issues. The Federal Health Benefit Program already offers programs to stop smoking. This could also be set, to be an increasing annual reduction as a greater incentive to quit.

  No performance awards for staff, then No performance reviews

  If staff can’t get performance awards due to cost containment initiatives, then eliminate ‘performance reviews’. Save the time, effort and cost of doing them. Without financial recognition, they're almost useless and counter-productive, because managers then give everyone overrated reviews.

  Consolidate Regional Offices in government agencies by half

  A lot of government agencies have multiple regions spread across the US. Cut the number in half for all agencies. The savings in Regional Office leases along would be significant, let alone the savings from reducing the management of each eliminated region. The line staff could remain the same, doing the same mission, but in consolidated Regional Offices. Additional redundant positions could be eliminated.

  Better 30 year mortgage rates for home with solar power

  Homes purchased with solar power (or other major green initiatives) would be eligible for better interest rates on FHA (or other) mortgage loans. The homeowner would get up to 30 years of benefits for going green.

  Mandatory taxes for all corporations, no tax loophole w/ $0 due

  Companies like GE and Exxon with BILLIONS in revenue paid no income taxes ($0.00) in 2009, but consumers did. All corporations must pay a mandatory, minimum federal tax based on percentage gross revenue…NO EXCEPTIONS, NO LOOPHOLES !!! This would prevent large companies with expensive tax lawyers from avoiding taxes. They could pay more, but the must pay something.

  Innovation Initiative... tell us what good it did last year

  All persons submitting ideas to this program should get a report on the benefits derived from the 2010 program. Show us where the money was saved and the improvements to the organizations. Provide real tangible information.

  Test all new hire employees for basic qualification skills.

  All new hires into the Government should be tested and ranked based on some sort of basic set of reading and writing skills in order to ensure that they have the basic qualifications. We need to know they can really read, write and understand directions. The military has been doing this for years. A minimum score could be set for each grade.

  Days off to compensate for lost cost-of-living adjustment

  If we are going to be penalized with no cost-of-living adjustment, then we should be allowed to work fewer hours. Give us one day-off every 3 months in lieu of a yearly adjustment. Everyone wins, Congress get to save some money and Federal employee get some time off.

  Have a National / Agency contracts for common Security Equipment

  Issue a single contract for common security items. Instead each field office, or prison does the contracting for their own security equipment. This effort is duplicated hundreds of times! The DOJ should have a warehouse of handcuffs or metal detectors, etc. we can do delivery orders for, instead of going through a contracting process for each site.

  Skip TSA Screening for Fed's with a Security Clearances

  Government employees that have alreay been through the process of getting a security clearance should be trusted to board a plane without waiting in TSA lines. Everyone wins....lines move faster, fewer people to inspect, Fed's don't waste time in TSA lines.

  Tax on foreign students attending US schools.

  Foreign students attending prestigious US colleges should pay a tax in order to attend the school. A percentage above their semester costs should be returned to the Federal Government (and states) in exchange for the various services and protections they receive while living in the US.   Managers get Cash Incentives to remove ineffective employees

  It’s too easy to promote, transfer or just ignore ineffective employee, and allow them to stay in the Government. Pay manager significant bonuses (and support them) to make the effort to remove ineffective employees. This would cost far less than the annual salary wasted on ineffective, unproductive employees just waiting on their eventual retirement.

  Pay staff for the hours they really work!!!

  Bring back a modern version of the electronic time clock so that staff that aren't working or cutting out early don't get full pay. Get 8 hours pay for 8 hours worked...no more 8 hours pay for 5 hours worked. Also if you work overtime, you'll get paid for it. This would make time & attendance, fair & consistent.

  Save a Tree - Audit paper expenditures

  Have all agencies, track and report the number of reams/boxes of paper they purchase each quarter. Reduce the quanity by 1% each quarter.

  Buy-out for ALL retirement eligible employees

  Develop a sliding buy-out scale for ALL staff close-to or eligible to retire. This would increase turn-over and give incentive for senior employees to move on, reducing the higher salary costs of very senior or max'd out employees.
