Provide cloud-computing secured data storage that is accessible via portable hardware (e.g., laptops, notepads) with no resident data on the portable hardware. If the hardware is lost or stolen, it will have no data that is could be stolen. Every day many laptops go missing and the data goes missing along with the laptop. This is a very unsecure way of conducting business.

Create a sub-set of federal government activities that are self-sustaining. Where fees are already charged, evaluate fee structure for maintaining self-sustaining mode. Where fees are not charge, create fee structure of any activity that can move effectively to self-sustaining mode.

American corporations draw upon the graduates of our colleges to build up their corporate world. Why not help fund the undergraduate programs via corporate taxation that is distribution to our nation's colleges and universities.

Make it a requirement of any application for government funds for research grants to entend a portion of the grant to undergraduate support. The undergraduate programs are the seed grounds for future research workers, and any research money should nurture that seed ground.

Disable internet browsing capability and/or monitor browsing patterns to flag any non-government related activity for supervisory action to halt activity and/or implement a personnel action against the offender.

Remove insurance companies from the business model of health insurance coverage in the federal government. Enable the federal government to establish preferred provider networks, determine rates of payments to providers, and pay directly to providers.

For non-performing employees, have an option to return them to probationary status. Evaluate performance and determine if employee is functioning at the required standard for the job.

Apply a penalty that reduces Congress' salary for each day the federal budget is overdue. Step increases of penalty for ongoing delay. Penalty money goes to the federal government reserve.

Currently, there is no law at the federal level that makes bullying in the federal workplace illegal. Many states have made it illegal, and countries around the world have laws against it.
There are high costs when bullying occurs. Stop it. Make it illegal.

Close Agencies and Departments for the working days between the Christmas day holiday and New Year's day holiday. Provide employees with the option of taking vacation or unpaid leave during this shutdown.

Non-executive federal employees are not offered sabbatical opportunities. Widening the opportunities for sabbaticals to employees at a variety of levels in government could enable educational opportunities, skill growth, and new skill development-- increasing the value of the employee to the organization and enabling greater contributions from the employee.

From all money received from yearly income tax payment, the government should save a portion in a reserve savings account. Options for implementing might include: government enacted deferral of a percentage from all income tax returns or, on a voluntary basis, deferral is made via an available checkbox on income tax return.
