Institute a Travel Clearance Panel in each Federal agency and/or department -- composed of staff at various levels -- to review travel planned by all senior staff (career as well as political appointees), some of which seems to be unnecessary or unnecessarily expensive, to determine if there is a real official government business need (such as what will be accomplished or what value will be gained) for the travel of the individual senior staff member and/or the posse some tend to want to bring along, either to be a gopher or as a "reward" for all the work they do in their regular job. If Panel does not authorize the senior staff member's travel, they do not travel unless they are willing to personally fund the trip, whether it be for "training," "conference," "seminar" or other reasons -- overseas travel is especially questionable.
