  Stop Disability payments for those working full time

  There are several employees who are working for the VA who are also receiving a disablity check from the VA every month. Why should an employee who can work a full time job at a GS11 or GS12 received a disability payment from the VA? These employees are not disabled and shouldn't be recieving a government welfare check every month for being able to work a full time job. This is a huge amount of money being wasted. ...more »

  There are several employees who are working for the VA who are also receiving a disablity check from the VA every month. Why should an employee who can work a full time job at a GS11 or GS12 received a disability payment from the VA? These employees are not disabled and shouldn't be recieving a government welfare check every month for being able to work a full time job. This is a huge amount of money being wasted. I think the Congress needs to fix this loophole in the law and correct this. Certainly this could save several millions of dollars a year

  Return unused year end funds to the Treasury

  Too often agency officials regard year end funds as their personal slush funds, from which they can buy any goodies they would like. The OMB needs to track these much more closely, and when it finds abuse of these funds, not only claw back the misused funds, but reduce the next year's budget for that agency by double that amount.

  Unproductive employees

  Develop a quick and effective method for getting rid of unproductive employees! Management tries all sort of solutions to help employees, but some can't or don't want to be helped. Management just end up ignoring the problem employee (for years) and finding some spot to bury them.

  Discipline and Remove Bad Managers

  I can't tell you how many bad federal managers I've had who've skated through multiple grievances (which they lost), "gotcha" management styles, egregious incompetence and rampant employee abuse, and gone on to promotions and bonuses and a long federal career in management.   Mandate management discipline, including loss of management position, bonuses and future employability as a manager until they can prove they've corrected all those bad traits. Mandate that every lost grievance be added to their OPF / performance record. Remove bad managers, the number one reason for waste, fraud and abuse in the federal system.

  Don't Borrow Federal Retirement Funds

  Do not allow the Treasury Department to borrow money from Federal Retirement Funds. Removing money from any fund in the TSP will result in losses and could potentially have direct impacts on retirement funds. Stating "TSP participants should have nothing to worry about" does not guarantee there will be no impact. Even if they paid back the borrowed amount plus interest, where would we get back our "earnings" for the ...more »

  Push (REEL) Mowers for Inmates

  A solution to save on fuel costs would be for Institutions to use push mowers instead of gasoline operated mowers. Not only does the government save money for fuel and maintenancer, but inmates are afforded health benefits by pushing the mowers, maintaining their physical fitness.   Eliminate Government Vehicle for permanent Domicile-to-Duty (D2D) to Supervisor or high top management (Directors, Deputies, Chiefs, Supervisory-in-charges, or other in position that can be justified via the ranking and privilege hierarchy)

  6 or 8 years ago all GS13-GS15 and some Senior Level Management in the SES executive position used to ride its own POV back and forth to work. Now every Supervisor Agent, Director, or Deputy in Charge in all Customs and Patrol Offices use Unmark Government unit (or GOV Vehicle) to go home and work everyday.

  The cost per week is roughly (25 gallon tank x $3.00 = 75.00  assuming the gas would be or stay at 3 bucks, so this is a full tank of gas. Now, 75.00 x 52 weeks is = $3,900.00 for a year in GAS ONLY)

  This expense along with the service and maintenance can run or add to about $6,000.00 (just adding the maintenance cost of $2,100, which is an average per year)

  This would be an approximation expense of a single -user driving a Government vehicle to Domicile-to-Duty. THIS IS NOT taking in consideration the ACTUAL COST of the UNIT (how much a unit would cost $35,000 plain vanilla without any add-ons?), some of these units are 4-wheeled Trucks or suburban, typically a 15-20 miles per gallon vehicles, or new 4 doors V6 Sedans.

  Now if you add all of the Domicile-to-Duty USERS for each Area. Let said 100 (just to round it up on a comfort zone), I would recommend for the agency to do an assessment / survey and to determine how many D2D users are in the office). This is 100 x $6,000 = $600,000 and this is not taking in consideration the Actual Cost of the vehicle, WOULD the vehicle needed for the mission or for D2D?

  Now this figure could be as much as double if the personnel using the GOV Vehicles for longer trips or maybe an hour one way driving home back and forth (it could be as twice or as 3 time this cost.) The estimation would be a saving of 1.2 to 1.8 Million of dollar per year on ONLY 100 users driving Gov back and forth as domicile-to-duty.

  Remember all Top Management, Directors, Deputies and Station-in-Charges officers can delegate their duties, there is always someone, especially at the 24/7/365 sites that are working and can conduct business for the office and can use the duty vehicle at the time if needed for official business.

  Remember they all making the extra 25% increase payment and other incentive. We need to do a research or agency survey and find out who has a vehicle to take home, start cutting back and you’d see how much the Gov can save (At least a million per year)

  With all due respect this Top Management / Directors should set the example to other on energy saving and cost effective reduction to the organization outfit, the Department of Homeland Security and the US Government programs.

  1099 ELECTED OFFICIALS

  Elected officials should be paid as non-employees. That means they would get no benefits and would receive a 1099 at the end of the year. They would be responsible for their own expenses, retirement, and taxes.

Prior to this happening last summer, the two vehicles without police accoutrements were sent out to add sirens and police lights for these non-operational managers at a cost of nearly $5K. Toys for the boys. The public not only paid for the upgrades, but pay for their fuel, maintenance, repair and inspections. This is true government waste on a small scale that is happening all over and most likely in every agency with a law enforcement component. It also teeters on the edge of abuse of position and fraud in certifying that the upgrades to these vehicles was mission essential.

  Transparency in Performance Based Rewards

  In order to promote fairness and improve efficiency, bonuses and raises should be given publicly with reasons to back them up. Few people would complain about rewarding those who deserve it. When everything is kept secret, like it is now, managers are free to show favoritism. That rewards people who haven't earned it and discourages those who try to earn such rewards but do not get them.

  Let political parties pay for political primary elections.

  Why do the taxpayers have to pay for POLITICAL primaries? We should not have to pay for anything political. I have no problem paying for an election but put everyone on the ballot. If a party wants to narrow the field let them pay for it.

  Immigration Reform

  Start imposing a fine on overstays and out of status F1 students. Once they marry a US citizen or a family member becomes a US citizen and petitions for them, they are eligible for permanent residency (a green card). If any other person enters the U.S. illegally they cannot adjust status unless there is an amnesty or special rule, but; they do get fined.   Start imposing a fine on overstays and out of status F1 students. Once they marry a US citizen or a family member becomes a US citizen and petitions for them, they are eligible for permanent residency (a green card). If any other person enters the U.S. illegally they cannot adjust status unless there is an amnesty or special rule, but; they do get fined. Should they enter the U.S. on a B2 visitor visa and then file for permanent residency they should also fall into this category as obviously the intent was not to travel but, stay. We do have a few loop holes in the laws that do need to be tightened up in order to ensure that all get treated equally. If you are out of status or an overstay you are here in an illegal capacity. If you work without proper authorization you are a violator of U.S. laws. Most applicants have been working for years illegally as well, but; the I-601 (Application for Waiver of Grounds of Inadmissibility) doesn’t get implemented by policy guidelines unless you can assure you will deny their immigration benefit. The applicant walks away scot free having committed several offenses with no repercussions. The United States needs to start implementing some kind of a penalty for this repeated offense! This practice is widespread and unacceptable as it makes a mockery of our laws and regulations. Why not list them along with the list of applicants eligible for Supplement A on the I-485 at least that might curb some of the infractions. If nothing else, justice gets spread a little more evenly amongst the immigrant population.

  I don't understand why in this day and age I have to put my race on the application package for federal positions. But, when I put in an application with NOAA, my agency, they ask for my race. Supervisors throughout the government are rated in part on EEO (ie; affirmative action goals). There is open incentive for people with discretionary hiring powers to pick candidates who are "other than white male." Any time you ...more »

  I don't understand why in this day and age I have to put my race on the application package for federal positions. But, when I put in an application with NOAA, my agency, they ask for my race. Supervisors throughout the government are rated in part on EEO (ie; affirmative action goals). There is open incentive for people with discretionary hiring powers to pick candidates who are "other than white male." Any time you introduce incentive based on anything other than qualifications, it is bound to decrease effectivity because you might not necessarily get the best people. It might only have a small impact, this type of discrimination, but if we are interested in effectivity and efficiency we have to look at hiring practices along with everything else. Get rid of all racial discrimination and affirmative action. Affirmative action tactics and strategy up until this point have either worked, or not worked. In either case, is time to end it.

  I heard a story recently, regarding some immigrants. They have been here about 10 years, retired and are now drawing social security.........and getting food stamps. How is it that the tax payers have to bear the burden for this, when the sponsors of immigrants have to declare that they (the sponsors) have the means to support them so they don't become a burden to the tax payers. One solution, might be to require that the sponsors, put up a bond or agree to a lien against their house, if they have one, but too many are getting a free ride at the expense of the rest of us.

  This is a start but I say 50% at least! The average Congress member gets a minimum of $174,000 a year (2011 levels).

  From 1789 to 1815, members of Congress received only a per diem (daily payment) of $6.00 while in session. Members began receiving an annual salary in 1815, when they were paid $1,500 per year.

  In 1989, Congress passed an amendment allowing for the automatic raises, unless lawmakers specifically voted to reject it. Which Congress did, until 2000...

  Since 1990, congressional pay had increased from $98,400 to $154,700 in 2003.

  End All Federal Bonuses for Big Savings $$

  Federal workers don't need, expect, or even deserve, bonuses. Bonus money is spread around like candy and offices are obliged to spend it. The bonuses are not that significant and it will not affect morale if the bonuses aren't there. Believe me. If someone gets "an attitude" over stopping bonuses, that someone would probably be frowned upon, particularly during these fiscal times.

  section 8 and low income housing encourages dependency and complacent behavior. Why work when you can get a house for practically free and keep collecting entitlements. ILLLEGAL squatting and unauthrized people live with a legal tenet often and this is a criminal offense since changes in family size and income are required to be reported. the section 8 system and low income housing system is a complete failure which has drained the US economy of trillions of dollars and maintained tenets in social and financial bondage. there is no incentive to leave section 8 or low income housing. why work or attend college when you can get housing for free or low cost. This encouranges drug abuse and out of wedlock births and tenet abuse by housing squatters and unauthorized people living in the units. section 8 and low income housing also reduce local taxpayers home values and create blighted neighborhoods with loud music and cars with dark windows and dirty messy yards often with dirt as a yard.. SECTION 8 and LOW INCOME HOUSING TENETS NEED TIME LIMITS of 1 to 3 years then they must be evicted from the units since they are living on free enititlements and have no incentive to Raise themselves out of the free benefits. WAKE UP AMERICA! WE ARE TRILLIONS IN DEBT and giving away FREE BENEFITS . remember that all secion 8 and low income housing authoritys are TAX FREE and you pay the costs of educating the people and their rents are susidized and food and insurance are subsidized and paid for. its like the midlle and upper class is paying triple to live, we all have to pay for everyone else.. its not fair..http://www.hud.gov/complaints/fraud_waste.cfm

  Stop printing T-n-A and other doc-file them online.

  Instead of printing any Time and Attendance (TnA) document, some time even 3 sheets time 3 or 4 times (for distribution), adding any SF71 to it.... Do them electronically, store them and process them online. Some organization has and can process them via the mainframe financial institution or online secure services. There is no need to print them out, they all can be processed, verified and certified ELECTRONICALLY; ...more »

  There is no need to print them out, they all can be processed, verified and certified ELECTRONICALLY; here is the amount an employee can print every 2 weeks:

  1- One copy for the employee,

  2- Make another copy for the supervisor

  3- And then another for the Admin or budget person to verify the entries.

  4- If there is one error the cycle starts again, and you end up 2 or 3 time the initial amout printed originally.

  ONE PERSON could generate 12 sheets or more just for each pay period (this assuming there is no mistake and the forms need to be printed again).... you can do the numbers, if you have 1000's employees.

  Save more,,,,do less waste... Lets go paperless….
