1/ Require a program of education
This program will last for a minimum of 2 years for each immigrant and requires a successfull graduation score. It will teach educational basics and allow continuing education after the 2 year program at the expense of the student. Like an associates degree of sorts. The program will also offer income to the student that is not accessible until graduation. This income is "banked" in a fund that collects interest. Each year the interest is split between the student and the program to help offset costs. The program will provide housing to the student. The housing will be modeled after the "dorm" societies of major colleges.
2/ Require service to defend the nation
Require all immigrants, betwen the ages of 18 and 30, to serve in a banch of the U.S. military. This service will be for 48 months and can be done prior to the education program. Again, services rendered will be compensated in a fund that is not accessible until after successful completion of the entire program. Also, once in the military, a call of duty can be placed on the individual at anytime asking for services until they are 30 years old.
3/ While in the educational program, require all immigrants to serve in a branch of the federal government as an entry level intern. This is no more than a 330 day appointment into the Student Temporary Employement Program (STEP). It can be up to the individual as to what branch of the government that they would like to serve. This will introduce the individual to public service and the internal workings of the federal government.
All the while, the monies earned by immigrants cannot be sent out of the country for any purpose until after the successful completion of the program. If at anytime the individual cannot or does not successfully complete the program, they are then deported and all monies earned are forfeited back into the program.
This is a high level recommendation that will address several issues we have with immigration. It will provide a clear path for an indivual to become a productive member in society. It will create jobs in several sectors of the economy such as education and manufacturing. Federal wages would be lowered. The work force can take advantage of the influx of qualified workers. The number of new employees contributing to taxes and social security can offset baby boomer's retirements.
