Help U.S. companies expand into international markets with products slated to be exported by giving them tax breaks. Even it is a new break even the jobs alone help the United States and establish better reputation for "Made in America" products.

It is about time the U.S. invest in all power sources. Wind, solar, AND nuclear power are a must. By increasing supply the cost will go down allowing more dollars into the economy and more jobs. With huge increases in energy and health care costs how is the nation ever going to recover!

Create bonus structures tied to agency goals.
Example: Share budget saving with employees. If agency ABC comes in under budget, share 5% of that amount with employees in the form of a bonus.
There are disconnects between agency initiatives, and the reality of how they are achieved. Rewards should be tied to the bottom line, not the short sighted initiative.

Allow/encourage agencies to buy back government debt. If an agency can manage to come in under budget for a given fiscal year, they should spend the surplus buying back treasuries (Federal Debt). This would allow an agency to "look" like they are spending their whole budget (which they apparently already do), without having to actually waste the money. The treasuries could than be spent by said agency in a future "bad" ...more »

Doing so would drive down borrowing rates for federal debt, and reduce the net national debt.

Intro: Every federal employee loves when the IT guys says " you are getting a new computer" - which in many agencies means a laptop. This happens every three years and it is time. Three years of use at 40 hours a week and newer programs on dated technology are a problem - but why the new monitor? I have seen the property book and what they cost and been involved in "excessing" the old ones that all work fine. Do you replace yours at home every three years?
My Suggestion: Change the lifecycle from 3 to five years for flat screen monitors. From years 0 to 3 they can be supported under the help desk agreements or warranties and from 3 to 5 years if they have a problem they are replaced.
2.15 million Federal works x $175 per monitor (I am low balling here) = $376,250,000 every three years or $125,416,667 per year. If it was 5 years it would be $75,250,000 per year and a savings of $50,166,667 per year! Over 20 years the savings is $1,003,333,340 - that is over a BILLION dollars for such a simple change.
Impact: None. All federal employees still have a monitor. No loss in services!

Routinely the DOJ and US Attorneys Office will subpoena Federal employees to testify in cases outside of the employee's geographical work area. These cases can often be cross country in nature as currently my office on the West Coast is working to find funding to send an employee to the East Coast for under one hour of general background testimony. A cross country flight and hotel for less than one hour of general testimony. This is our Government at work. A Government which is under a CR yet we continue to spend on travel when there is no need.
We can do much better by having the involved employee sworn in at the local US Courthouse and testify or provide affidavit by video conference. Extensive and immediate cost savings.
This is applicable to all agencies and bureaus to include but not limited to; BOP, CBP, CPSC, DOJ, FBI, DHS, HSI, HUD, ICE, IRS, NOAA, USDA.

But when contractors provide more ill-defined "goods" the scrutiny should be heightened and there should be a time limit the consultant can work with the contractor. The iDollar would be analogous currency to the US Dollar but with completely different in appearance, emitted by the United States of America. It would be the US Currency for circulation outside the United States. It would be only be available only with the used of the standard exchange channels. The iDollar would be made with the last currency printing technology. Electronic fund management systems will manage fluid conversion from dollar to idollar and backward, and will be monitored. The regular dollar would be useless outside the United States. At present, the same dollar that is used in the streets goes straight to crime cartels all around the world.
Objective:
1. Eliminate de use of at least a trillion dollars (IMF statistics) of undeclared wealth that could be used against the international community. This amount could go up to $18 trillion dollars or more.
2. Based on the fact that in the economical theater of crime fight we need the same amount of budget or more to fight a crime force with this wealth, the saving could be up to a trillion dollars.
3. Eliminate the money smuggling connection between the US streets and the crime cartels around the world.
4. Disable the money storage locations of the crime cartels.
5. Discourage the use of crime cartel money.
6. Track the banking source that supports money laundry.
7. Limit the crime fight with the limitation of drug money circulation.
8. Support banking agencies and countries that make good use of the dollar.
9. Open commercial doors to healthy business/partners, responsible nations and fair trade.
This requires the support of the International Community, a change in the cultural structure in regard with the Dollar and a reengineering process of the present exchange system.

There are dozens of government offices and store rooms stacked with hundreds, if not thousands, of pamphlets, regulations, maps, etc. By converting to a mostly e-format, the government could offer a "pay to print" module that allows people to buy ...more »

There are dozens of government offices and store rooms stacked with hundreds, if not thousands, of pamphlets, regulations, maps, etc. By converting to a mostly e-format, the government could offer a "pay to print" module that allows people to buy a map for $1, a booklet for $5, etc., so that hard copies are available. Experiment with providing one hard copy to each library so that the information is accessible. Or one computer in each library dedicated to government publications. If you find something you want a hard copy of, order it. If it's documentation that is generally free, put it in PDF form and in an e-format accessible by a multitude of platforms that allows users to download and read or print. Stop wasting natural resources that sit in a storeroom.

This should be eliminted. Encourage agencies to return this money to the treasury. Certainly this would save the taxpayers BILLIONS of dollars per year. Why aren't there incentives for agencies to return that money? There has been an amazing increase in grade levels, over the years; that is unjustified by the duties assigned. Examples: (1) Too often needed positions are created, to take care of friends and to empire build.....when the work simply isn't there. This is very prevalent in agencies , where there is little accountability for the money spent. (2) Often we here in the government are our "customer", makes no sense to let internal staff run amuck gold plating IT systems, etc., when there is little benefit to the overall mission, (3) Too many feds and contractors going back and forth between groups....hard to tell...fed one day contractor next day and vice a versa....but one then is sure each move costs the government money...little to no accountability regarding the ethics of these practices. LETS look deeper for saves, rather than blanked pay freezes....those are easy, but they don't solve the real problems of grade creep and feather bedding, prevalent in so many agencies. It really makes me sick, to see the changes in the last 10-15 years....way too much me...and not enough focus on the service in the Civil Service.

Its a bad solution to a bad problem. Find a better way to eliminate discrimination and harassment in the work place. It costs the taxpayers money every time some one says something ignorant to a fellow employee.

In order to promote fairness and improve efficiency, bonuses and raises should be given publicly with reasons to back them up. Few people would complain about rewarding those who deserve it. When everything is kept secret, like it is now, managers are free to show favoritism. That rewards people who haven't earned it and discourages those who try to earn such rewards but do not get them.

Develop uniform regulations between agencies. The number one example of this is Environmental Reviews. Each agency has Environmental Review regulations; there are also NEPA laws which must be followed. It would save time, money, and possibly complaints/appeals down the line, if there was a uniform Environmental Review process which applied to all agencies. We all hate a slow computer! Recently I found out how easy it is for a computer tech. to delete a few unneeded files and make my computer start-up twice as fast! Let's have computer techs make a concerted effort to help EVERYONE speed up their start-up time. We can save time, money, and energy by deleting unneeded files off everyone's computer. This would also encourage more people to turn off computers at night because ...more »

Eliminate Bonuses within the Government. They create bad feelings and are unfair. The workers will work with or without the extra money.

With the FAR limiting micropurchases to $3000 (or less), it is getting increasingly difficult ot purchase anything without going through days of paperwork and contracting. Increase the micropurchase threshold to $10000 and employees will spend less time fighting through contracting and more time getting work done.
