Incorporate National Weather Service and the FAA
The FAA pays substantially for weather services, including a "contract" which has National Weather Service technicians maintaining FAA-owned weather observation equipment. Most NWS equipment and most of the field offices are at Airports. For good reason, that's where weather observation is most critical.
