  Stop Pay - and - chase model

  Medicare spends millions of dollars collecting monies that should not have been paid to providers. Even when there is a history of a provider's overbilling, we still pay and then re-evaluate. This is an expensive model; often the funds are not retrievable.   If more monies were available with mandated pre-payment reviews for providers with a history of overbilling, this would decrease the loss of millions of dollars to the Medicare program and, with legislative mandates, decrease the political influence of who can be placed on pre-payment reviews.

  Social Security

  Social Security Disabilty needs major reform. Too many people play the system and it is costing millions! What am I talking about? Overpayment's being wavied for people who worked while getting benefits knowing that they couldn't go over certain limits. Criminals receiving benefits while in jail, people who receive their check then lie and say they never got it just to get another check in the same month. All true ...more »

  Unproductive employees

  Develop a quick and effective method for getting rid of unproductive employees! Management tries all sort of solutions to help employees, but some can't or don't want to be helped. Management just end up ignoring the problem employee (for years) and finding some spot to bury them.

  Employee Transit Subsidy Distribution

  I suggest that the current distribution and recipient usage monitoring methods be replaced with an automated system. The system would consist of distribution of the currently used transit credit card to all employees in the program. Before the card becomes active, the employee would be required to register the card number. The registration process would consist of the employee: (1) accessing the transit center via www.tccard.transitcenter.com ...more »

The system would consist of distribution of the currently used transit credit card to all employees in the program. Before the card becomes active, the employee would be required to register the card number. The registration process would consist of the employee: (1) accessing the transit center via www.tccard.transitcenter.com or the toll free number; (2) entering profile information; (3) entering the 16-digit card number; and, (4) creating an access password.

  Each quarter additional funds would be electronically added to that card account based on the balance left on the card--if the employee used the entire amount loaded on the previous quarter, the full amount of the subsidy would be restored; if the employee did not use the full amount, only the amount needed to return the subsidy to quarterly allotment would be added.

  This would eliminate: (1) having employees travel to various cities to do a physical distribution; (2) the need for employees to have a designated recipient; (3) the loss to employees and the government for lost or stolen transit checks (the card could be canceled and another one issued); (4) the lost time for productive work having to stand in long lines to pick up the transit subsidy; (5) subsidy schedules and distribution locations.

  In an April 2008 Audit Report (A-01-07-17036) the SSA OIG Audit Division estimated that "SSA will continue to not detect approximately $100.5 million each year to recipients who are absent from the United States if action is not taken by the Agency".

  In order to significantly reduce this type of fraud, the SSA Region IX Regional Anti-Fraud Committee has been trying to obtain border crossing data from DHS/Customs and Border Protection since 2004. To date, these efforts have been unsuccessful. The reluctance of government agencies to engage in cooperative efforts to combat fraud, waste and abuse is inexcusable.

  Remedy: DHS/CBP provides SSA access to border crossing data to enable SSA to detect residency violations.

  Transparency in Performance Based Rewards

  In order to promote fairness and improve efficiency, bonuses and raises should be given publicly with reasons to back them up. Few people would complain about rewarding those who deserve it. When everything is kept secret, like it is now, managers are free to show favoritism. That rewards people who haven't earned it and discourages those who try to earn such rewards but do not get them.

  Stop IRS/SSN Identity Theft

  We have got to stop the ease at which people are utilizing the identity of others to obtain large, false, tax refunds. IRS needs to verify the identity of an individual receiving a refund. The majority of refunds should only go to bank accounts with matching name controls. ID should be required for the issuing of any hard copy checks. We've got to stop paying these refunds. The situation is out of control.

  Stop Disability payments for those working full time

  There are several employees who are working for the VA who are also receiving a disablity check from the VA every month. Why should an employee who can work a full time job at a GS11 or GS12 received a disability payment from the VA? These employees are not disabled and shouldn't be recieving a government welfare check every month for being able to work a full time job. This is a huge amount of money being wasted. ...more »

  There are several employees who are working for the VA who are also receiving a disablity check from the VA every month. Why should an employee who can work a full time job at a GS11 or GS12 received a disability payment from the VA? These employees are not disabled and shouldn't be recieving a government welfare check every month for being able to work a full time job. This is a huge amount of money being wasted. I think the Congress needs to fix this loophole in the law and correct this. Certainly this could save several millions of dollars a year

A shared inter-agency database should be established that would include the identity of these individuals. Often the same people scam multiple govenment programs, or maybe just another program managed by a different agency. For example, an IRS employee may see potential SSA program abuse and/or welfare program abuse, but cannot refer them anywhere.

  Each agency should have a group to review the identified individuals listed in the database for activities to investigate.

  If no agency confirms a problem with the individual within two years, the name should be removed from the database.

  EEO Reform

  The current EEO methodology has no checks or balances in place to prohibit or prevent abuse of the system. The "habitual filer" simply cost the government money as they abuse the system and they are free to continue doing so with no penalty or repercussion.

  Immigration Reform

  Start imposing a fine on overstays and out of status F1 students. Once they marry a US citizen or a family member becomes a US citizen and petitions for them, they are eligible for permanent residency (a green card). If any other person enters the U.S. illegally they cannot adjust status unless there is an amnesty or special rule, but; they do get fined.   Start imposing a fine on overstays and out of status F1 students. If any other person enters the U.S. illegally they cannot adjust status unless there is an amnesty or special rule, but; they do get fined. Should they enter the U.S. on a B2 visitor visa and then file for permanent residency they should also fall into this category as obviously the intent was not to travel but, stay. We do have a few loop holes in the laws that do need to be tightened up in order to ensure that all get treated equally. If you are out of status or an overstay you are here in an illegal capacity. If you work without proper authorization you are a violator of U.S. laws. Most applicants have been working for years illegally as well, but; the I-601 (Application for Waiver of Grounds of Inadmissibility) doesn’t get implemented by policy guidelines unless you can assure you will deny their immigration benefit. The applicant walks away scot free having committed several offenses with no repercussions. The United States needs to start implementing some kind of a penalty for this repeated offense! This practice is widespread and unacceptable as it makes a mockery of our laws and regulations. Why not list them along with the list of applicants eligible for Supplement A on the I-485 at least that might curb some of the infractions. If nothing else, justice gets spread a little more evenly amongst the immigrant population.

  In the Washington, DC metro area, federal employees are provided a transit subsidy of up to $120 a month (it was $240 for a short time) for public transportation, e.g. buses, rail, ride share. I don't know how widespread the abuse is but I do know that some employees apply for the maximum subsidy regardless of how much their trip actually costs. After a couple of months someone could easily have a couple hundred dollars in metro fare that can be given to friends/family or sold at discounted rates. DC's Metro is already plagued with budget issues and this excess "free money" makes it that much worse.

  Allocate resources to erradicate fraud and abuse

  How much of our tax payer money is wasted on fraud? Billions of our hard earned dollars go out to people defrauding Social Security and Medicare as an example. Create new systems to identify fraud, move analysts to work in identifying and stopping fradulent payments. The work of these individuals would pay for itself!

  1099 ELECTED OFFICIALS

  Elected officials should be paid as non-employees. That means they would get no benefits and would receive a 1099 at the end of the year. They would be responsible for their own expenses, retirement, and taxes.

  Political campaigns should be taxed just as any business is taxed. These campaigns raise millions of dollars that are non taxable expense accounts for the politicians. At a 20-28% tax rate that would greatly help the economy

  earnings enforcements on disability claimants

  Appears earnings enforements on people receiving disability payments hasnt worked in years. If enforement would pick up like on the records of retired people we could avoid thousands of dollars in overpayments. The computer system needs to be fixed to allow enforcements on each and every individual receiving any type of social security benefits. It appears it does for retirement but not for disability claimants.

  Take Fat People Off SSDI

  You don't need a study for this - many people are obviously eating themselves to the point where they are so fat they can't even walk. Then, I assume, they go on Social Security Disability. Make sure that obesity is not a claimable disability. These people must get off their fat buttocks' and work it off.Also drug addicts shouldn't be able to collect either.

  STOP WASTING MONEY CONTRACTING OUT

  There are so many employees from Ivy league Colleges who look down on those without degrees, yet can't perform the work needed without spending contract dollars. If they are so intelligent, let them start earning their pay; show what those degrees have done for them. Stop wasting our tax payers dollars on projects that contractors are hired to perform. How about no more grants, coop agreements, work assignments, etc., ...more »

  Use of year end funds (SOLAR/WIND/GREEN)

  Require that facilities use 10% of year end "waste" I mean "funds" be used to purchase solar or wind energy products for facilities. Soon government facilities will have no electric bill.   Ban Racial Discrimination, Including Affirmative Action Please

  I don't understand why in this day and age I have to put my race on the application package for federal positions. But, when I put in an application with NOAA, my agency, they ask for my race. Supervisors throughout the government are rated in part on EEO (ie; affirmative action goals). There is open incentive for people with discretionary hiring powers to pick candidates who are "other than white male." Any time you ...more »

There is open incentive for people with discretionary hiring powers to pick candidates who are "other than white male." Any time you introduce incentive based on anything other than qualifications, it is bound to decrease effectivity because you might not necessarily get the best people. It might only have a small impact, this type of discrimination, but if we are interested in effectivity and efficiency we have to look at hiring practices along with everything else. Get rid of all racial discrimination and affirmative action. Affirmative action tactics and strategy up until this point have either worked, or not worked. In either case, is time to end it.

  Agency headquarters offices often assign home-to-work vehicles to non-operational personnel. As an example, our office is a support and coordination center. We have three vehicles assigned to our office as we are not co-located with our headquarters. Recently, the vehicles were assigned as home-to-work vehicles for the Director and Deputy Directors. Prior to this happening last summer, the two vehicles without police ...more »

Prior to this happening last summer, the two vehicles without police accoutrements were sent out to add sirens and police lights for these non-operational managers at a cost of nearly $5K. Toys for the boys. The public not only paid for the upgrades, but pay for their fuel, maintenance, repair and inspections. This is true government waste on a small scale that is happening all over and most likely in every agency with a law enforcement component. It also teeters on the edge of abuse of position and fraud in certifying that the upgrades to these vehicles was mission essential.
