  Research & Development Collaborative effort

  My idea is to create a panel to review new research and development projects to see how they could be combined with other agencies to get a bigger bang for the buck.   My idea is to create a panel to review new research and development projects to see how they could be combined with other agencies to get a bigger bang for the buck. In the past 5 years, I've seen each agency put small amounts of money into a fad, but get very little from it. Supposedly, the Defense Advanced Research Projects Agency (DARPA) and Intelligence Advanced Research Projects Activity (IARPA) were created to do this. However, that is not the case because they have their own budgets and initiativies. My proposal would require research projects being run through a panel like the Small Business Innovative Research (SBIR) program or the IC's In-Q-Tel Program. In the SBIR program a panel of experts reveiw the research proposals for duplicative efforts and when one is found, they refer the submitter to the other agency to work on a collaborative approach which would result in a better research initiative. In the In-Q-Tel Program, the IC members review the venture capitalist proposals and collaboratively invest funds into a projec to get a bigger bang for the dollar. While this suggested panel may add additional oversight, in the end I feel that it would provide a better universal product and ultimately save money in the procurement area as well because instead of 10 contracts, there now might be two.

  Mandate Electronic Forms and Signatures

  There are too many paper transactions in the government. This is particularly true when dealing with the small number of users of federal services that do not own computers. Maintaining the infrastructure and inventory to deal with paper forms submitted by the public is a ridiculous policy regardless of whether "ma and pa service user" choose not to own a computer or have an internet connection.   There are too many paper transactions in the government. This is particularly true when dealing with the small number of users of federal services that do not own computers. Maintaining the infrastructure and inventory to deal with paper forms submitted by the public is a ridiculous policy regardless of whether "ma and pa service user" choose not to own a computer or have an internet connection. The cost for retaining the antiquated processes to generate, process, and store/destroy paper forms significantly outweighs the benefit to the few individuals that do not wish to participate in the modern world.

  Option 1: Eliminate all paper forms and require electronic signatures to process documents.

  Option 2: Establish a single submission point for non-electronic forms that will scan or enter the forms into the electronic system for processing and disposition.

  Laptops with WIFi access or Ipads for government workers

  Many Quality Assurance specialists, inspectors, or other government employees who work in the field do not have the availability of portable laptops with WiFi access or Ipads.   A number of government agencies have moved to Drupal and other open source software platforms. These platforms are powerful and highly customizable, however, there are not enough Gov't techies available to do the current work load. These platforms are powerful and highly customizable, however, there are not enough Gov't techies available to do the current work load. A number of techies have been identified at agencies not using open source. Create an exchange program similar to a detail to allow these techies to move from agency to agency based on the need of the agency. These employees could work their regular jobs and then move to another quickly to meet a critical need when needed and then return to their regular job. This kind of job sharing/detailing would best be administered by GSA, but Gov't employees would continue to be paid by their agencies.

  Reduce National Debt & Discourage Espionage at the same time.

  There are countries who we owe large amounts of money to who use that money to pay foreign agents to collect our information. What if we monetarily charged each country every time someone stole technology or critical information on their behalf?   Stop adopting technology you don't understand

  The state department put RFID transmitters into all our passports to prevent counterfieting, but made it easier to counterfiet. Then they had to spend extra money to issue all passports with shielded cases that don't even work if the cover is open even a small amount.   This is hardly the only example (wireless networking, teleworking, cloud computing, mobile computing, virtual worlds, biometrics, and E-VOTING) of instances where we adopt a technology before we've properly evalutated it resulting in millions wasted and sometimes additional physical and information security risks to the US and its people.

  It's not that we can't have these things, but we need leadership to STOP until the smart people who actually understand the technology can figure out the kinks, make it trustworthy, and THEN begin adoption.

  And even then, not every command needs a Facebook page. Only adopt the tech that makes sense for the mission.

The government could save millions of dollars a year by simply making it mandatory for government facilities to have intelligent power strips. There are intelligent power strips that are designed for many different types of usage. From the average office work space to a giant server room using 100 times the amount of energy of a typical office building, there is an intelligent power strip the government could use to save money.

  The government would need to make a large investment to ensure the technology and policies are put in place, but the intelligent power strips would pay for themselves within the first year. The government cannot afford to ignore the methods already being used by Fortune 500 companies. Intelligent power strips can provide the government with a fail-safe way to save money and promote green technologies. The mandatory usage of intelligent power strips is a tangible, measurable, and realistic idea that will surely save government dollars.

  Place a one million dollar bounty on major innovations discovered in the university system, or the private sector.   Adopting the S1000D international standard for technical publications would allow the entire government to be able to share information more easily. The information, once put into a common source database, would be able to be used by whomever needed it.   -Citizens could access services directly, independent of agency/org.

  -Government orgs could see look for solutions, best practices, contracts, and opportunities to collaborate with cross-government.

  -Contracts- companies, costs, overhead, profits

  -Government service and operations costs, overhead, locations

  -Duplication- the government is complex. We are authorized by legislation, E.0., etc. Some of our inefficiencies are deliberate. We are required to contract with small business, expand the industrial base, locate across the country, continue programs that benefit specific districts or interests, and restricted on how we spend department or agency funding. What if we could find look at why agencies and orgs were created and determine if that still makes sense?

  Transparency will enable us to make real changes and become more efficient without it we are just grabbing low hanging fruit.

  Transparency is a powerful cost saving tool. The CFC publishes the percentage of contributions that go to overhead and set a bar of 25% as high. Contributors use that information to make informed decisions on what charitable org to contribute to. Charities reduced their overhead over time to get below the bar.

This encouranges drug abuse and out of wedlock births and tenet abuse by housing squatters and unauthorized people living in the units. section 8 and low income housing also reduce local taxpayers home values and create blighted neighborhoods with loud music and cars with dark windows and dirty messy yards often with dirt as a yard.. SECTION 8 and LOW INCOME HOUSING TENETS NEED TIME LIMITS of 1 to 3 years then they must be evicted from the units since they are living on free enititlements and have no incentive to Raise themselves out of the free benefits.   Stop funding National Public Radio. They've already demonstrated that they don't represent everyone, and with today's technology they're not a primary source for information. Also, they have established that they can survive on their own.

  I propose acquiring affordable laptops for government paralegals to expedite the writing of memoranda, which would ultimately save time and money. In the Department of Justice ("DOJ") Antitrust division, paralegals often take notes by hand to memorialize phone calls conducted by DOJ attorneys and outside parties.   If paralegals had access to functional laptops, the DOJ could save many man-hours and even scale back staff. The laptops need not be equipped with any capability beyond word processing. Netbooks retail for only a few hundred dollars.

Sometimes, because they are too close to their immediate work, they themselves cannot see where innovation in their own area might be made. As a counterpoint, an employee with advanced technical knowledge and enthusiasm might have good ideas that are readily applicable to another government laboratory or enterprise, but the employee is reluctant to discuss this with their immediate supervisors, for fear of being perceived as not concentrating on their own job.

  I propose that an optional "20%" other technical activities be included in a Government employee's Job description, subject to normal supervisory and HR negotiation as to when and how this is to occur.

  The benefit to the Government will be new, fresh, ideas, and increased patent and technology research and development, without new contracts and programs required, at least in the early phases of innovation.

  The life spam on printers is actually measured by the amount of printouts the printer do in its life, and not because the printer is 3 years old and it needs to be replaced. YOU CAN ENVEN doubled this timeframe, and save cost for the office, the government and the tax payers.

  For example high-end and network printers has a life spam of 500,000 printouts, this is approximately 100,000 per year for a total of 5 years. This is assuming the offices print 8350 pages per months. The printer even could last longer that the specified life spam stated by the manufacture. Parts can be replaced, and if the cost of repair exceed 40% of the cost of the printer, then it would not be economical to repair.

  On another note, on today’s economy saving there is no need to print as mush as in the way we used to 5 or 10 years ago.

  Instead of printing any Time and Attendance (TnA) document, some time even 3 sheets time 3 or 4 times (for distribution), adding any SF71 to it.... Do them electronically, store them and process them online. Some organization has and can process them via the mainframe financial institution or online secure services. There is no need to print them out, they all can be processed, verified and certified ELECTRONICALLY; ...more »

  There is no need to print them out, they all can be processed, verified and certified ELECTRONICALLY; here is the amount an employee can print every 2 weeks:

  1- One copy for the employee,

  2- Make another copy for the supervisor

  3- And then another for the Admin or budget person to verify the entries.

  4- If there is one error the cycle starts again, and you end up 2 or 3 time the initial amout printed originally.

  ONE PERSON could generate 12 sheets or more just for each pay period (this assuming there is no mistake and the forms need to be printed again).... you can do the numbers, if you have 1000's employees.

  Save more,,,,do less waste... Lets go paperless….

  Leverage technology to reduce paper handling and files.

  We create so many paper files that get passed from person to person, then return to a filing area, sit and in some cases get archived for multiple years. There are so many great document management systems that can cut the need for "paper files" and all the space they occupy.   We create so many paper files that get passed from person to person, then return to a filing area, sit and in some cases get archived for multiple years. There are so many great document management systems that can cut the need for "paper files" and all the space they occupy. The benefit is less paper, toner, printers and in most cases easier access to data from multiple locations. There are certain documents that we must keep an original signature for a period of time, but we could eliminate 90% of the paper we use by leveraging paperless technology. Some of the long term benefits are less archival space, less postage spent as documents can be emailed once in electronic form, savings on toner, printers and copiers, wages costs are reduced by not having a person filing documents and no more getting up from your desk to get a file when it is needed.

  Push (REEL) Mowers for Inmates

  A solution to save on fuel costs would be for Institutions to use push mowers instead of gasoline operated mowers. Not only does the government save money for fuel and maintenancer, but inmates are afforded health benefits by pushing the mowers, maintaining their physical fitness. Not only does the government save money for fuel and maintenancer, but inmates are afforded health benefits by pushing the mowers, maintaining their physical fitness. Additionally, the environmental impact is aided in less carbon emisions. The cost of a gas powered mower is around 3 to 4 times what a manual push mower would cost. Also, the maintenance for a manual push mower is 10% of maintaining a gas powered mower.

  How many IT systems does one department need?

  The Department of Labor has at least 8!!! Some are run by contractors and some are federally managed... There is no need for each sub agency within each department to have it's own IT infrastructure. There are some many redundancies and it’s very wasteful. I do not believe anyone in the federal government has heard of economies of scale….
