  BLUF: Campaign Finance & Lobbying Reform are MUST-DO's before any significant changes can/will happen.   BLUF: Campaign Finance & Lobbying Reform are MUST-DO's before any significant changes can/will happen.

  Elected officials can't manage govt finances honestly for the good of the constituents if 1) They must and can raise significant campaign funds to stay in office and 2) Lobbyists are able to provide them resources (funds, services, products). You can't ban either of these topics-we need campaigning to learn about/compare candidates and constituent groups need the ability to communicate with elected officials. But they must be reformed to take the money out of the equation or the money will always drive the legislation and policy.

  NO other topic can/should be addressed properly before these 2 topics are addressed. Not Social Security, not taxes, not health care, not environmental, not job creation, not immigration, not "Trade, Exports and Competitiveness"... They will ALL be tainted with money and not focused on the facts and best solution for the constituents unless these 2 topics are reformed first.

  National Sales Tax

  Abolish income tax and specific state taxes that differ from other states. Establish a nation-wide sales tax (arbitrarily, let's say 10-15% of which a percentage goes to the state). It allows citizens to have more income to spend and is fair and equitable to their spending. A person that buys a Lamborghini versus an Accord both pay the same percentage, but obviously the person that can afford the Lamborghini will end ...more »

It allows citizens to have more income to spend and is fair and equitable to their spending. A person that buys a Lamborghini versus an Accord both pay the same percentage, but obviously the person that can afford the Lamborghini will end up paying a higher amount. With no income tax and a national sales tax, this captures all of the other people that have typically made money off-the-books (drug dealers, prostitutes, etc.). Citizens may reach outside the national sales tax in the age of globalization, however an import tax that is less attractive should deter a mass exodus of funds otherwise.

  Combat US jobs going overseas

  The Federal Government needs to focus on keeping jobs here in the US. We need to lower the corporate taxes for companies with the bulk of its employees made up of US citizens and raise corporate taxes on companies located abroad that employ non-US citizens. The corporate tax rate should be calculated to motivate companies away from sending jobs overseas, but still allow all companies to benefit from doing business in ...more »

  Paperless workforce or just Less Paper

  We keep saying that we are moving towards a paperless workforce, but I show up to countless briefs each day where I get handed a 20 page power point. There are often 10-15 people in each one of these briefs.

  Where we have these briefs there is a display where we could put the power point up electronically.

  This would reduce paper use, ink use, printer up keep, disposal and paper storage.

  Require Churches that register as a 501(c) nonprofit organizations for tax-exemption; do so under a new 501 (c) type described as ‘Religious Non-Profit’. These nonprofits are required to conduct charitable actions without imposing religious beliefs or restricting on donations or contributions based on demographics, age, sex, lifestyle, and religion of others. Religious Non-Profit assets (i.e. property titles, finances, etc.) may not be solely accessible to individuals that have been convicted of a felony. Religious Non-Profit also are subjected to lower reportable incomes.

  Churches or religious organizations are not subjected to these (basic) restrictions if they choose not to file under 501© status.

  This will prevent tax break for churches and their donators who don't support their communities as a whole and / or use the added benefits of 501(c) status to fund efforts that are restricted to solely religious beliefs and not community services.

There are intelligent power strips that are designed for many different types of usage. From the average office work space to a giant server room using 100 times the amount of energy of a typical office building, there is an intelligent power strip the government could use to save money.

  The government would need to make a large investment to ensure the technology and policies are put in place, but the intelligent power strips would pay for themselves within the first year. The government cannot afford to ignore the methods already being used by Fortune 500 companies. Intelligent power strips can provide the government with a fail-safe way to save money and promote green technologies. The mandatory usage of intelligent power strips is a tangible, measurable, and realistic idea that will surely save government dollars.

  Everyone knows that the economy would collapse if they got rid of fossil fuels, and they aren't going away any time soon, so why do we keep relying on foreign oil? Why are we paying $3.70 a gallon because people in the middle east are rioting? If we drill at home, we can save money, which in turn will stimulate the economy

  Place a one million dollar bounty on major innovations discovered in the university system, or the private sector. The research team, or individual, that theoretically perfects the biosphere concept, or invents the next generation of solar concentrators, is given a government reward of one million dollars, to help them start the business that brings it to the masses.

  Switch to a 2-year Budget cycle with automatic renewal

  Unless Congress decides NOT to fund a federal agency, continue it at its current level. That would save billions in all this government shutdown malarkey, and focus Congress on what it really should be doing -- setting policy priorities over how the government spends money.

  One Day Off or Furlough for one day starting from the top down to military and civilians. This idea would save the Government and the U.S.A. Nation funds on a yearly basis. The idea is spreading the furlough to all Government and Military but NOT at the SAME TIME. For God sake what is this government Idea on FURLOUGH EVERY ONE AT THE SAME TIME.   This idea would save the Government and the U.S.A. Nation funds on a yearly basis. The idea is spreading the furlough to all Government and Military but NOT at the SAME TIME. For God sake what is this government Idea on FURLOUGH EVERY ONE AT THE SAME TIME. I am putting this on bullets for simplicity, so the idea can be escalated accordingly and steps can be added or removed.

  1- Spread the furlough to Government employees and military to only one DAY (a day off without pay) but distributing the load to different employees at different time frame (not all at the same time.)

  2- Starting from the President down to the Vice-President, Congressman, Senate everybody would received a day off without pay.

  3- On the other hand, the same for all Military branches, starting from the top down, one day off without pay for generals, commanders, officers, and enlisted. Everyone will take it but not at the same time.

  4- PAY Roll has to be set up to accommodate for this day off ensuring the day is not pay accordingly to the proposal. And not like few years ago when EVERYONE was off and EVERYONE still received payment for the days off. A nice free vacation with payment included.

  5- We all need to remember, even if the president does not receive pay for one day, he is still the president with decision to make on HIS DAY OFF. And same thing with every military commander, pretty much they all giving a day off without pay but their executive officer or next in the change of command will be incharged.

  6- There is always a backup plan when 25 or 50% of an outfit organization is off duty, the other 50% takes over and performs the function of the office. As the norm when a supervisor is off the next level supervisor takes charge until current supervisor comes back.

  7- Do this for one year, equally shared to all branches of the government and military. Analyze the cost saving and if it works and does not hurt anyone, make it a proposal and mandate to future years.

  8- This also can be implemented to States Government hierarchy.

  Do not allow the Treasury Department to borrow money from Federal Retirement Funds. Removing money from any fund in the TSP will result in losses and could potentially have direct impacts on retirement funds. Stating "TSP participants should have nothing to worry about" does not guarantee there will be no impact. Even if they paid back the borrowed amount plus interest, where would we get back our "earnings" for the ...more »

  Adopting the S1000D international standard for technical publications would allow the entire government to be able to share information more easily. The information, once put into a common source database, would be able to be used by whomever needed it.   Travel arrangement "systems"

  The use of travel arrangement systems in the government is absolutely ridiculous! DTS in DOD, FedTraveler in Homeland Security- even if you can't book your travel through them (Fedtraveler doesn't even include all hotels under contract with the govt) the govt is charged for FedTraveler to "prepare" a travel authorization- which is actually prepared by the employee, and approved by his/her supervisor!! WASTE!!!

  The Federal Government does not provide equitable rewards for innovative thinking. In terms of rewarding people, most reward programs are designed to make the incentive for saving the government money very small. Take for instance of the change that one IRS employee made to make dependents SSNs required on the forms. After not acting on the suggestion as an idea to increase revenue, the department decided to do so years later. By the time the reward was given to the suggestor, the US had actually increased revenues by $14 Billion Dollars. However, the suggestor was still given the same paltry reward for his idea, limited by regulation to be no more than $25,000. However, in the world of whistle blowing (Qui Tam lawsuits), the relator can be rewarded a great deal larger sum of money, usually an amount that is about 15% of the total recovery or savings to the government. If that were the case, this suggestor would have been able to make his suggestion and receive over $2 Billion Dollars. That is a real incentive for the most innovative thinkers not only to make the best suggestions; it would also create more suggestions and would ultimately pay for itself in short order. The Federal Government could become very lean and very efficient by incentivizing those employees that are very keen to cut waste, and by attracting the type employees who can do the same in government as industry. By creating one large rewards program that covered the entire federal government instead of just each branch or agency, the oversight provided by each agency seeing the suggestions made by employees/service members across the entire government the backlog/logjam that exists in each suggestion program could be broken. For instance, I currently have several ideas that are in the Army's suggestion program that have been sitting in review for over 2 years. By the time they are decided upon they will either be overcome by events or somehow already initiated into another idea, but that would be late or possibly ineffective. Creating one "super Rewards" program across the Federal Government would reduce or eliminate all that Agency issues that some much plague the way the Federal Government does business. The Government has created so much redundancy and inefficiency the only way to eliminate it removes all the shadows each Agency casts over the wastefulness. One rewards programs with real rewards will incentivize or government to be the efficient buying machine, taxing machine and governing machine, etc., it was meant to be.

  The main efficiency problem of the federal government is detachment, or the not-my-job mindset.   The main efficiency problem of the federal government is detachment, or the not-my-job mindset. If you really want to see a fast, efficient federal work force, get everyone in the department to start communicating and working together on everything regardless of title or seniority. In every department there is someone slacking off and someone over tasked, and those roles may change over time due to the chunkiness of our work (that is to say the workload is intermittent and an individual's workload varies from day to day or week to week). This chunkiness is an inherent feature of qualitative work, and overcoming the problem requires providing an incentive to finish all projects, regardless of size and scope, as efficiently and quickly as possible.

  My recommendation to achieve this without massive processes or oversight is to motivate and empower the employees to do it themselves. For example, you could give the option to all branches, departments, groups, etc, to work a 7 hour day instead of an 8 hour day with full pay. Then you make a couple of additional rules:

  1. You must be able to show everyone in your group how your work could be finished in a 7 hour day. Meaning they know what you are doing and could do it themselves if need be.

  2. Nobody leaves unless everyone in the group can leave, including supervisors. This means those that have nothing to do at the moment have to help others in order to leave early and nobody can hold on to task, working on one project too long to keep themselves busy or rake in the over time.

  My point is this, trying to create some universal rule or process is not going to solve our efficiency problems. You have employed 2.15 million people, these people are smart enough to assess their situation and make improvements that work for their specific situation. However we are hindered by coworkers who don’t care, are too busy, or tried it before and gave up. We need some kind of unifying goal that is going to make us work as a team. If you were to implement this change I think you would see a radical improvement in the productivity, efficiency and work culture of the Government/DoD.

  Duplicate Spending on R&D etc;

  How much money do we spend on funding focus groups to find out why fish feel pain or why people like choclate(we need to stop that). Also instead of funding 1,000's of different groups that look for cure's to diseases and research for other useful purposes, bring them together as one whole group and fund that 1 group. the only time we find answers is when we work together. With 1,000's of different duplicate research ...more »

Also instead of funding 1,000's of different groups that look for cure's to diseases and research for other useful purposes, bring them together as one whole group and fund that 1 group. the only time we find answers is when we work together. With 1,000's of different duplicate research groups, 1 group may have part of the answer and another group may have the other part but noone will ever fiqure anything out because they are seperate. We save money consolidating the research to 1 group per reason and we come up with solutions faster.

  Ceased vehicles distributed to GOV agencies first, sold next

  Assign all ceased vehicles to Gov agencies instead of selling them for profit. First priority of every ceased vehicle should be to go to the field for use by any/all Gov agency then if deemed unfit for use can be sold for profit. Federal Agents and other Law Enforcement personnel are being forced to drive vehicles with well over 100K miles and have just been informed that there is no money for replacements any time soon. ...more »

The life spam on printers is actually measured by the amount of printouts the printer do in its life, and not because the printer is 3 years old and it needs to be replaced. YOU CAN ENVEN doubled this timeframe, and save cost for the office, the government and the tax payers. For example high-end and network printers has a life spam of 500,000 printouts, ...more »

  The life spam on printers is actually measured by the amount of printouts the printer do in its life, and not because the printer is 3 years old and it needs to be replaced. YOU CAN ENVEN doubled this timeframe, and save cost for the office, the government and the tax payers.

  For example high-end and network printers has a life spam of 500,000 printouts, this is approximately 100,000 per year for a total of 5 years. This is assuming the offices print 8350 pages per months. The printer even could last longer that the specified life spam stated by the manufacture. Parts can be replaced, and if the cost of repair exceed 40% of the cost of the printer, then it would not be economical to repair.

  On another note, on today’s economy saving there is no need to print as mush as in the way we used to 5 or 10 years ago.

  Save energy, do less waste, go paperless and save tax payers money
