A number of government agencies have moved to Drupal and other open source software platforms. These platforms are powerful and highly customizable, however, there are not enough Gov't techies available to do the current work load. A number of techies have been identified at agencies not using open source. Create an exchange program similar to a detail to allow these techies to move from agency to agency based on the need of the agency. These employees could work their regular jobs and then move to another quickly to meet a critical need when needed and then return to their regular job. This kind of job sharing/detailing would best be administered by GSA, but Gov't employees would continue to be paid by their agencies.
