Eliminate comp time altogether its just like overtime. People stalk piling work till the end of the day so they can get comp. If we can't have overtime it should not be allowed. This should be stopped now.

I agree that the compensatory time system is flawed, but I think getting rid of it is ridiculous. Comp time is "payed out" at straight time. Overtime is time and a half. There is no comparison really. Everyone should be a team player and work compensatory time, not overtime.
If you are talking about compensatory time for federal employees, you are incorrect that it is paid out at straight time. It depends, in some situations the comp time is paid out at overtime rates or is forfeit if not used within 26 pay periods. Comp time can be used to compensate an employee for irregular or occasional overtime work (meaning overtime work that is not regularly scheduled) - this work is scheduled and approved by a supervisor, there should not be any 'stock-piling' of work for the end of the day to earn comp time.
I don't agree to getting rid of the comp or overtime. It is usually given as needed. It is true that some people stock pile work to get the overtime. That is where the accountability should come in. You know it is going on, so should be able to tell management or someone that it is happening. We were able to go to our lead and the overtime for that person was scrutinized more. In the past, we had to give good reasons why we needed overtime or didn't get it. I don't see that happening any more. Maybe it should be looked at more by management.
