Teleworking should be incorporated into each agency head's performance rating, and be transferred down to the sub-agency heads in states and other locales. There's a law, and regulation, but it seems as though if the process isn't truly forced to be used, it won't be. Say if we have zero people teleworking out of 100, and 100 are position eligible and person eligible, place in the locale agency head's performance goals that this year 20% telework, and increase it yearly until there is a certain percentage on normal telework schedules (say, just for example, 70% on normal telework schedules)

I fully agree... there has to be an incentive..top down, to get this program off of the ground for many federal agencies. Managers err on the side of caution and change never comes easy. So, when FORCED to participate-bare minimum will be accomplished and that is where most agencies are right now. I do like the performance incentive but think that it must go a bit further. The former head of OPM had identified the fact that it was managers standing in the way of teleworking success. Calling for managers to get additional training was what OPM was going to do, but it doesn't appear that it has been implemented. Managers want to say "no" to somebody, so they so no to telework for adiministrative workers---as if there isn't sufficient computer work that can be done from home for Admins. Administrative workers can do online training, email interface, and dozens of tasks from a remote location. Indeed, it is important for them to know HOW to work from home, do file transfer and all the rest. Top Administrators need to be held to the numbers---how many GS-12's work from home? Okay, how many GS-5's work from home?

If a manager does not know how to telework they should be demoted. My 7 year old takes online courses, signs in with a password and uploads and sends/receives files. he can print out his hardcopy if that is what he needs to do - he also knows how to scan and send online faxes for his school work. And he does all of this on schedule, maybe he should be the manager.
