Unless Congress decides NOT to fund a federal agency, continue it at its current level. That would save billions in all this government shutdown malarkey, and focus Congress on what it really should be doing -- setting policy priorities over how the government spends money.

Absolutely agree on 2 year budget cycle- agencies need to be able to plan and if their budgets are being tinkered with based on whatever the direction that the political wind is blowing, it hampers their ability to think longer-term. However, the budgets that are set need to lean towards a zero-based approach- you need to justify all program, staff, etc, each two year budget cycle. We don't need redundant people and programs simply because the funding exists. We should build in incentives for agencies that come in under budget while meeting their mission goals, to encourage more internal scruitiny of their spending.
