It's costs millions to print the hard copy checks each month. Require by law, first, no one gets a paper check. Second, a law where all banks that are FDIC approved, cannot charge any person a fee of any type, for an account where a social security or SSi other disability check is deposited, and the reciepeint can make 2 free withdrawls a month as they see fit, if they want cash. Eliminating the printing of any check will save millions a year.

Direct deposit also reduces the number of lost and stolen checks. Improper overpayments are often time consuming to clarify and recover.

Direct deposit as a mandatory form of delivery was already passed once in the 1990s and recently was proposed and passed again. I personally anticipate it will fail, though. We have some folks who are simply not capable of balancing a check book. These folks are able to handle their funds as long as they receive a paper check. Good concept but I doubt the courts will allow it to go through. Also, bank accounts are not as reliable as they used to be in this country. One national bank is a walking, talking non-receipt minefield.

Telling banks they can't charge any fees is not realistic and may not be desirable. Let market forces make banks compete. Have banks compete for a contract with the government to supply beneficiaries, much like SSA currently does with it's low income bene direct deposit program. Basically, your idea was already started by SSA, by people much smarter than me.
