Having different contract forms across the Army, Navy, DLA, etc., is confusing to both DCMA and contractors. The basic contract form should be standardized across all agencies. In addition, there should be mandatory blocks of information (i.e. SCD code, delivery date, ACRN information, ship to codes) that need to be filled in before executing a new contract or modification. This would greatly cut down on man hours spent going back to the PCO, getting clarification, and sometimes issuing a new mod for administrative changes.
All contract information should be centralized into one database. As it is now, if I need to research a contract, I need to have at least three different systems open (MOCAS, EDA/EDW, and WAWF, etc.). A vast majority of time is spend trying to get multiple systems to merry up together. With one central database that holds all contract, delivery, and modification information, and which is also easy to pull accurate reports from, at least 30% of my time would be freed up to do proper contract surveillance instead of making sure all systems have up-to-date information so my metric are accurate.
As of now, we have approximately 5 different systems to pull delivery reports from. All 5 systems yeild differing results when the same information is requested. With everything in one place, we would not have to go digging through other systems for information, or justify why something is or is not showing on a report to our supervisors.
Please, update these systems into one reliable database so we are armed with more time and accurate information in order to ensure delivery of vital products that are on time, within cost, and of the highest quality to our Warfighters!
