The NWS should restock Off-The-Shelf, modern observation equipment for the coop observation program so that the coop program doesn't deteriorate beyond repair and adversely affect climate data. The NWS Coop program is probably the most efficient use of federal-civil cooperation to meet any ends. To let it deteriorate would mean more costs in the long term, that's for sure. It takes very expensive equipment to replace the human eye.
