The only way this would work legally is to establish the partnership as a quasi-governmental agency. This would add another facet of federal government and not necessarily complete the task at hand.

It would be nice to do this, if it wasn't illegal for the government to produce usefull products, or make a profit... It would also help if private sector companies were willing to pay the government for anything... but they don't even pay taxes right now. Everyone wants the government to do more, no one wants to give them any money to do it. The most you'll get out of the private sector is a licensing fee that accounts for about 2% of the research budget to design the product. GE pays no income tax... The government invented microwaves...
