Reduction of Federal Workforce Through Attrition

As the baby boomers retire and leave federal service, do not replace them with additional personnel. Use existing personnel to cover the workload of these people leaving. Get serious about and agressively implement the continuous improvement techniques of Lean Six Sigma (LSS) to streamline business processes and literally get more done with less. This policy should be implemented by Presidential mandate and apply to ALL federal agencies.

  2. Existing personnel have been covering other workloads for many years due to not having enough people to do the job (on our team). What this agency has done is create another layer of management with high graded employees GS-13/14/15. This is what needs to stop. We need more of the "working" employees.

  3. So true, we need to keep our staffing levels adequate in the lower ranks. We need to teach staff to be more self sufficient so that we can cut back on managers. I really don't need 3 bosses at all times. I'm a big kid.

    To your points, when you reduce the staffs through attrition, the managers will be forced to become working managers and then ultimately player coaches, if you will. That is the beauty of getting more done with less. The old way is putting out a RIF where historically the losers are the worker bees NOT management---not fair.

  5. As a new supervisor I am seeing that upper management wants more done with less, except that we are already maxed out and already performing duties that technicians would be doing. When we ask for more technicians to fill the lower positions we are told there is no budget for it. Doesn't make sense for a GS 8 to get paid for GS 6 work when I have enough of my own work to do. I know many superviors that although told not to, have put in countless hours of FREE TIME so that we can accomplish what we need to do to be good supervisors and try to get by without having a stroke! I wanted to be a supervisor to make a difference in the employees I managed and the agency not to micromanage employees because I felt like it.
