There are countries who we owe large amounts of money to who use that money to pay foreign agents to collect our information. What if we monetarily charged each country every time someone stole technology or critical information on their behalf? It is not illogical- compromises in the Science & Technology field cost us millions of dollars in research each year, maybe more. The fees could be deducted from what we owe that country. This may eventually discourage aggressive collection once it begins to affect their bottom line.
