Panel/Peer Based Hiring

OPM should implement a requirement that the hiring process includes a group of peers to review each vacancy and application from the best qualified. As of now it is only the hiring official which shoulders the burden. Many times a peer based review of the applications can provide an unbiased review and selection of the best candidate for the vacancy.

    Many agencies already do this and there is no substanial difference in the quality of the candidates that are hired. I dont understand why a managers review would be biased and a peer based review unbiased.
