Amend the prompt payment act to REQUIRE any vendor doing business with the government to offer a discount equivalent to the interest earned on
payments that are made late. This could be in the form of a discounted unit price or a percentage off if paid within a specified time frame, as dictated by contract. Charging the government full rate or higher, in some instances, enriches the vendor at the cost of the taxpayer.
