By mandating all employees telework and telework on specific days, office usage could be directed to benefit the Federal Government. An example would be having two large agencies occupy the same building. By altering days employees report to the office, energy consumption would be reduced and taxpayers expenses would be reduced by over 50%. Saving the government millions of dollars.

I agree with this comment. For three years over half of our office space remained empty. Most federal requirments can be met by working from home/telecommuting. With the amount of money spent on government lease agreements, metro subsidy and parking; I believe the 50% savings would be more in the billion dollar range.

Management does not like telework because they are insecure - they themselves do not know how to telework.

You are correct. This should work. But for most it does not. There are many reasons for shunning the TELE-WORK option. It is led by the same people who would not accept Alternate Work Schedules or compressed schedules. There is a basic insecurity issue behind all of this when it is carried this far. Incompetent managers do not want to have to answer any technical questions (because they cannot) so they want to be sure they have plenty of staff on hand at all times so they are never put on the spot. Then there is the insecure manager who feels as if their job is dependent upon how many people they have direct authority over. And then you have the ego-manager who loves being the boss and gets a kick out of ordering people around and finally, you have the micro-managing boss who must follow your work progress at every step to make sure you do it right...... Unfortunately the majority of managers I have run across in the past 25 years of working for the federal government fits into one of these categories. Tele-work or alternate scheduling does not work when you consistently have leadership of this caliber.
There were some interesting suggestions here addressing this; one being tie the amount of money saved through tele-work to the SES salary.
Previously, SES’ were given big bonuses for saving money but it was usually on the backs of their employees... they would have to be very careful how this one is worded...

Telework never works because most of the people given that option will be goofing off at home! Those that won't/don't will not have access to the information they need at home or at a telework center and will be calling colleagues and not be able to collaborate with others at the office, there are some jobs that are amenable to working from home, and those are usually private entities. They almost always require office space in the home dedicated to that, pay for the office furniture and phone lines and insist that the person maintains a business like environment in that space, no barking dogs or kids crying. 99 percent of these jobs are not with the government. There is a reason we are public servants, because we serve the public from a federal building and not our living room. This whole idea is totally unprofessional and instead of employees abusing purchase cards by going to strip clubs we are going to see the IG arresting people "working" while mowing thier lawns or sleeping. This may work for 1 percent of federal jobs for the rest it will be a nightmnare and PR disaster!
